The21st century, enterprise’s competition is actually become talent competition. How to retain talent and then strengthen the runoff in the enterprise in the market competition ability and how to obtain high growth enterprise benefit and to achieve mobility on demand has become the problem which enterprise leaders will pay more attention to. The performance appraisal system in the enterprise human resources management and operation has played a key role in retaining talent for the enterprise. Realize the fair and open competition mechanism within the enterprise, for enterprise to construct the incentive mechanism of employee reward is the basis of reality. The intensified competition in talents for the management of human resources is more and more get attention. How to build a scientific and effective performance appraisal system has become one of the many entrepreneurs focus on solve the problem of enterprise management.However, the performance appraisal in the enterprise implementation of roughly exist the following problems at present. For example there are some company insufficient attention to performance evaluation, performance evaluation set up and implementation can be evaded, perform practically no function. Chose not to correct and matching method of performance appraisal, performance appraisal content is not associated with employees promotion personal development, to staff motivation and human resource management failure, nor to extract the key driver in the company’s performance appraisal and quantitative indicators, the overall effect of performance appraisal for enterprise strategic target realization and so on.This paper used following the train of thought to solve the problem, that is put forward question, analysis question, and then solved the question. This article used theoretical research combined with A incubator performance evaluation system case, first reviews and summarizes the domestic and foreign scholars about the performance appraisal of the relevant literature and theory research, put forward A incubator company’s existing performance appraisal system existing problems and shortcomings, the second is to analyze A incubator performance evaluation system of these problems, the reasons and the resulting results etc. At last, based on the strategic thinking, used the balanced scorecard four dimensions of financial, customer, internal business processes, learning and development four aspects to build the foundation for strategy. Combined with KPA and CSF, we analysis and extract KPI for optimizing and building scientific system of performance appraisal.
