The development of urban and rural integration is a significant way to solvethe problems of “agriculture, rural areas and farmers” during the process ofcomprehensive well-off and democratization.it is also a power-full support forpromoting coordinate development.For realizing the integration of urban andrural areas, logistics integration is an essential approach.With the developmentof logistics,the urban logistics has a rapid growth, while the rural logisticsdevelopment has been a weakness.In order to narrow the gap between urban andrural logistics, a serious of measure has been executed by Shanxi government toaccelerate the logistics integrated development.However, the unbalance betweenurban and rural is still existed.On the basis of carding, summarizing the existing theories and researchachievements,the paper differentiates and analysis the concept, connotation andcharacteristics of the urban and rural integrated logistics.Base on the concept ofurban and rural integrated logistics,combined with Shanxi integrated logisticsconstruction status, the paper puts foreword the body framework of urban andrural integrated logistics, it includes five core elements: urban and rural logisticsenvironment, logistics network integration, urban and rural logistics informationlevel, the scale of logistics organization, economic development level.On thebasis of full investigation and data collection, the paper evaluates theconstruction level of the Shanxi urban and rural integrated logistics based on theevaluation system form the vertical aspect, it also evaluates development levelof the urban and rural logistics integrated of Shanxi and other five middleprovinces with the technique of factor analysis form the horizontal aspect.Research shows:(1) From the vertical perspective, Shanxi urban and rural logisticsdevelopment level keeps improving and has obtained success;Form thehorizontal perspective, it is more lower position among the middle six provinces,and has been a certain gap comprized with the others.(2) Urban and Rural logistics integration index system is scientific and practical and Its evaluation results is very reasonable for Shanxi.(3) Shanxi should promote urban and rural logistics integrationdevelopment by following aspects: cultivating the rural circulation subject,expanding the scale of leading enterprises, urban and rural logistics planing,supporting the development of rural logistics and sharing information betweenurban and rural.The paper enrichs the urban and rural logistics development and broadensthe research field, it is very imp orant theory value and practical significance forour country.
