Land is the primary carrier of spatial expansion of urban and rural development.Land,which is an important resource and asset that cannot be regenerated or replaced,is the basis of people's livelihood and the foundation of development.With the development of the cities and the acceleration of industrialization and marketization,the range of human activities has expanded,the types of activities have become more and more abundant,so the land resources have been consumed.However,the total land supply is limited.So far,the phenomenon of extensive land use is still relatively significantly,people-land relations are tense.Small cities are the carriers that connect cities and rural areas,and they are the center of economic and cultural development in rural areas.They are also necessary backup forces for the development of large cities.In the process of urban development,the phenomenon of inefficient use of land in the development of large cities also can be found in small cities.Therefore,achieving economical and intensive use of land for urban construction is the only way for urban development in our country.This paper takes the small cities in eastern mountainous regions of Jilin Province as the study area and systematically evaluates the economical and intensive use of construction land in small cities in eastern mountainous regions of Jilin Province in2015.Through reading the literature,collecting data,we define the scope of smallcities in the eastern mountainous region of Jilin Province,and qualitatively analyze the general situation and current situation of small cities in the eastern part of Jilin Province,and combine the three aspects of population,social economy,ecology and sustainability,in terms of five factors of input intensity,using intensity,management performance,output efficiency,ecology and sustainability,21 evaluation indicators were selected to construct a comparative evaluation system for the conservation and intensive use of construction land in small cities in the eastern part of the country,using the matter-element extension model,seven small cities are conducted quantitative evaluations,and we comprehensively analyze the evaluation results,propose problems and corresponding policy recommendations.The main conclusions of the study are:(1)Qualitative analysis of the status quo of the development of small cities from the basic overview,current status of land use,and dynamic change matching shows that the small cities in the eastern mountainous region are rich in resources,but all have unreasonable use of resources,unbalanced urban development,and urban agglomeration effect is poor,mainly because of urban development based on the expansion of the scale of construction land.Therefore,the development of urban construction land needs to be transformed from the external expansion mode to the connotation mode.(2)The quantitative evaluation results show that the overall intensive extent of the small cities in the eastern mountainous areas is generally,and the development of each city is uneven,and there is a large potential for exploitation.The intensive conditions of each city are as follows: Linjiang City is between relative overuse and relative intensive utilization,Tumen City is between relatively intensive utilization and relatively appropriate utilization level,while Hunchun City and Longjing City are at relatively appropriate utilization levels.Ji'an City and Dunhua City are biased towards relatively modest utilization level,and Helong City is between relatively modest utilization and relatively low utilization level.(3)Through analyzing the results of qualitative and quantitative evaluations,the problems in the use of land in small cities in the eastern mountainous areas mainlyinclude: the decline of the population in most small cities,while the increase in the scale of construction land,which is reflected in the poor agglomeration effect of urban population;in general,the development of cities is not synchronized;the effectiveness of management in the use of land for construction purposes is low,and the efficiency of land management needs to be improved;the ecology and sustainability of construction land are relatively low,and improvement and sustainable development are needed.(4)The suggestion of saving and intensive use of construction land in small cities in eastern mountainous areas: aiming at the problems existing in the development of small cities,we put forward suggestions for saving intensive land use from four aspects: scientific planning,optimizing land use and industrial layout;tapping potential urban internal land use and revitalizing stocks;optimizing land use management system;deepening public ideology and increase participation.This can provide references for the conservation and intensive use of construction land and the sustainable development of urban areas in small cities in the eastern part of Jilin Province.
