With the reform of electric power system, the state-owned power companies increasingly fierce competition, the role of human resources in power company stand out, and as one of the important means of employee development staff training is becoming more and more attention by enterprises. Employees at the grass-roots level is the frontline employees of the enterprise, directly create value for the enterprise, is the strategic resource of the company’s human capital, so state-owned power company is becoming more and more value of grass-roots staff training. The purpose of grass-roots staff training is to equip employees to master the knowledge, skills and behavior training plan is emphasized, and apply the knowledge, skills and behaviors to their daily work, so as to improve the performance of individuals and organizations. Establish a scientific and effective training programs, and constantly improve the training system, and improve staff training effect, is to keep the direction of modern business enterprise reflects the characteristics of the human resource training and development system and the eventual establishment of human effort. Training is a kind of investment behavior, the practical work of the central branch for the grass-roots staff training, but training effect is not ideal. So in attaches great importance to the grass-roots staff training at the same time to find out the factors that influence the training effect its influence degree, the issue from a comprehensive perspective to measure individual performance change after the grass-roots staff training and implementation of organizational performance improvement after training.Grass-roots staff in nan’an distract power supply company as the research object, aims to explore the state-owned electricity company grass-roots staff training effect factors, and on the basis of the analysis of the effect of these factors on the training effect degree and direction, in order to promote state-owned power company provides suggestions for training effect. This paper on the basis of the literature on the effect of staff training, the factors influencing training effect and the factors affecting the impact on behalf of the model were summarized, for grass-roots employees is defined. And through the visit found nan’an distract the problems existing in the electric power supply company grass-roots staff training. Then, combining with the existing literature study set up the model. Obtained research needed data through questionnaire survey, and by using the statistical analysis software SPSS17.0questionnaire related to test reliability and validity of various variables, statistical analysis, factor analysis, correlation analysis and regression analysis. Promote state-owned power company is according to the empirical results presented grass-roots staff training advice, utility and for future research are prospected.Through the above research work, this article main research conclusion is as follows:(1) The nan’an distract power supply company grass-roots staff in men, the more the low age, shorter working life, education level is medium level, thus plasticity strong grassroots employees.(2) In general, nan’an power supply company training effect is just so-so. Through factor analysis, the training effect can be through the two aspects of organizational performance and individual performance, this paper found that power companies in the grass-roots staff training individual performance is superior to organizational performance through comparison.(3) The organization factors and individual factors and organizational performance and individual performance has positive correlation. Organizational factors related to organizational performance moderate, personal factors and organizational performance weak correlation; Organizational factors and personal factors related to individual performance are moderate.(4) Training needs analysis, training design and implementation, training transformation, training effect evaluation, motivation, training expectations, migration motivation, and self-efficacy were significantly positively related to organizational with performance. Including training needs analysis and training effectiveness evaluation have significant linear relationship with organizational performance, training needs analysis and training effect evaluation on organizational performance the influence degree of the difference is not big; Learning motivation, training expectations, migration motivation, and self-efficacy on organizational performance relationship is not big, its influence can be neglected.(5) Training needs analysis, training design and implementation, training transformation, training effect evaluation, motivation, training expectations, migration motivation, and self-efficacy were significantly associated with individual performance, and is positive correlation. Self-efficacy, training expectations, training conversion, migration motivation and training effect evaluation and individual performance a significant linear relationship. These five factors on the individual performance influence degree from strong to weak were self-efficacy, training, training effectiveness evaluation, transfer of power and training expectations. (6) Based on the empirical analysis results, this paper puts forward to perfect the grass-roots staff training evaluation system, strengthen the scientific training demand analysis, creating the atmosphere of good training achievement transformation, improve the staffs self-efficacy and enhance employees at the grass-roots level of the six Suggestions migration dynamics, thus effectively promote state-owned power companies grass-roots staff training effect.
