With the development of economic globalization, synthetic rubber market gradually saturated, competition is becoming increasingly fierce. Synthetic rubber factory of Lanzhou Petrochemical Industries Co was founded in1960. The long history caused the personnel structure complex, low overall quality. Original employee training system, has been unable to meet the needs of staff growth and enterprise development, need to be improved.This paper uses the method of documents, statistical analysis and interview and so on. Firstly, through the investigation and analysis of human resources structure of synthetic rubber factory and the original employee training system, to find out the existing problems of training system. Then, according to the overall arrangement of Lanzhou Petrochemical Industries Co, proposed the establishment of "two series, three levels" training matrix system to integrate the optimization of the original training system, determine the establishment of operation service post basic skills training matrix method, and the content of training system improvement. Finally, through the pilot, the promotion, to solve the problems in the implementation process, to establish the basic skills training matrix system of operation service post.Through the establishment, audit, verification and evaluation of the basic skills training matrix system, four aspects of employee training system were improved: one is, through training needs analysis of each employee, training programs and the actual demand is consistent; two, the training plan according to the actual demand, can improve the efficiency of utilization of limited resources; three, employees are willing to participate in personalized training, the training effect is greatly improved; four, evaluation and feedback for the whole process of training, can realize the closed loop management, continuous improvement.By operating personnel, professional and technical personnel and management personnel participation, integration and optimization of the previous lack of targeted and effective training system, and steadily push forward the demand matrix, the basic skills to establish and perfect the system operation service posts, staff training system of synthetic rubber factory is more in line with the needs of production safety. This is advantageous to the chemical production device security, stability, long cycle, full load operation, excellent, and for the establishment of a sound the whole training matrix system, and extended to the whole company, provide a reference.
