It’s imperative to explore clean and effectient energy with the rising of energe price and energe demand in recent years. Dimethyl ether, a new clean energy, is more and more popular in international and domestic markets because of its good performance and higher input-output earnings. The risk management’s reinforcement of Dimethyl ether production and construction projects can maximize the project potential opportunities or incomes and minimize project risk, and it has important significance to project’s objective of sustainable and healthy development realization.Domestic risk management has formed relatively complete system, however, domestic researching is still uncultured on risk management theory and method compared with foreign risk management. Risk and risk management currently has not formed a unified definition in the academic community because of different recognition, different requirements and different objectives. Representative definition is that riske is the probability of negative event and the consequences of people do not want to happen by Lu Youjie in 2000. Risk management refers to the public interest in the organization, personnel safety, environmental factors, legal aspects and the target completion risks encountered in the course of system administration according to the American Risk and Insurance Management Association’s definition. This process mainly includes risk identification, risk assessment, risk response and risk monitoring.This paper identifies risks in the project of dimethyl ether production and construction in dezhou by appling brainstorming method, and recognizes the seven riskes including market risk, technology risk, quality risk and so on in this project. This paper arranges this project riskes’order on the basis of risk severity and risk occurrence frequency by using expert investigation method, the project riskes from high to low in turn are market risk, technology risk, quality risk, operation and management risk, safety risk, environment risk, force majeure risk. Then this paper proposes different risk response measures to the project’s different risk levels at the foundation of risk sequence and risk strategy theory. According to the project risk level, risk transfer, risk retention, risk mitigation strategies are used to deal with the market risk.Risk prevention, risk reduction countermeasures are used to solove technology risk. Risk mitigation, risk prevention and insurance transfercoping strategies are used to response quality risk. Risk prevention, risk mitigation and insurance transfer strategy are used on operational risk and security risk. Risk transferation and risk prevention strategies are used on the environment and force majeure risk.The paper establishes risk monitoring and warning system, which is used to feedback and trace risk information, in order to carry out effective management of project risk. The whole project risk management improves risk management level of dimethyl ether production and construction project in dezhou and strengthen risk management consciousness of project relevant persons.
