With the continuous development of market economy, internationalization andglobalization challenges are growing wider, large foreign engineering contractingcompanies moved into the country, the EPC market faced of increasingly competition.How to complete the project both under contract, but also ensures that the companymade a reasonable profit, is general contracting company’s most important issue.Therefore, how to do project cost management in the EPC project is particularlyworth thinking and research.This study focused on the EPC project cost management issues of Road andBridge Engineering Company. First, we analyzed and elaborated the total cost of theenterprise theory of EPC projects, and discussed road and bridge construction EPCproject cost management problems from the system level and the operational level.On this basis, we used case analysis method to study the problems of Ku-A highwayEPC project cost management from control layer and operating layer, pointed out ageneral solution to Ku-A highway EPC project cost management. Through the controlplane, we established the full cost management awareness, built EPC project workbreakdown structure, optimized the organizational structure, an set up costmanagement committee, established three longitudinal responsibility assessmentsystem, strengthen the EPC project cost management and cost factors affecting riskcontrol; At the operational level, we brought design potential into play, clarified costassessment scope, prepared cost plan and issued to execution, used advanced costmanagement methods to ensure the matches of cost and schedule, paid much attentionto concrete mix design, centralized management of funds and other means.This thesis is a good application of cost management theory, and be innovative inits implementation. After eight months practice of Ku-A highway EPC project, provedit is a highly effective cost management to improve the control capabilities of costmanagement for EPC project management, while also provided reference for relatedcolleagues who engaged in bridge construction work EPC project cost management. Ithas a certain degree of economic and social significance.
