The information of full life-cycle project cost index is crucial basic data inproject management. It can provide valuation basis and decision support for projectcost management and project management. The collection, collation, adding up,analyzing and sharing of the information of full life-cycle project cost index are thefoundation work. For PM Managers, the dynamic management of the entire projectcan only be based on a comprehensive grasp of the information of full life-cycleproject cost index. However, there is no unified management in China of theinformation of full life-cycle project cost index, due to a lack of national standard forfull life-cycle project cost index system by government authorities, which leads to alack of coordination among industry, local authorities and enterprisers, hindering itsapplication.This paper is going to analyze the problems in the collection, collation, addingup, analyzing, and sharing of the information of full life-cycle project cost index inChina, and to explore and discuss the model and method of sharing the informationof full life-cycle project cost index. By a comparison between and analysis of thedomestic&international research situation and achievements, the author aims topropose a standard fit for the management of the information of full life-cycleproject cost index in China, which includes the principle for information collectionand collation, individual project cost index system, and comprehensive project costindex calculation and preparation methods, etc. On this basis, the project costestimation model will be created by fuzzy clustering analysis theory and tested andoptimized by a real case study.By the above research, the collecting scope, principle and method for theinformation of full life-cycle project cost index are set up, the code of project costinformation (PCI) is designed, and a project cost estimation model is built based onthe PCI. Empirical studies indicate that the information of full life-cycle project cost index system is of pertinence and wide application, which is effective in enhancingthe management level of full life-cycle project cost information system.
