Power industry, as a major lifeline of the national economy, plays a very important role in today’s social development. In the 21 st century, with the growing attention on power industry all over the world, power technology has been rapidly developed in a short time. As a future-oriented communication standard, IEC 61850 standard has very important significance in electric power industry whose development trend is smart grid. But in the transition phase of smart grid transformation, there has been a lot of compatibility issues. In substation communication level, it manifests that there are still some of the auxiliary equipments which still use traditional communication protocol except for protection devices, can not successfully access to IEC 61850 system without using protocol converter.In this paper, the measure of protocol converter was taken to solve the problem of achieving access between the equipments using traditional communication protocol and IEC 61850 system. Through the analysis of the IEC 61850 standard, the technical characteristics can be clarified, which are reflected in the architecture, modeling, service interface and service mapping, configuration description language and other aspects; on the basis of the analysis of traditional communication protocol of Modbus and IEC 60870-5-104, referring to the relevant literature and norms, mapping relation between them and the message body of IEC 61850 was established, and detailed engineering examples were cited to show the conversion process from the establishment of basic communication model to achieve the IEC 61850 standard; according to IEC 61850 Ethernet communications technology and communications systems, a overall design of protocol converter gateway was proposed, using the configuration tool to complete the gateway IEC 61850 modeling, C++ programming technique and other available resources to achieve a protocol converter software; a series of system testings aiming at successful access were conducted by establishing the experimental environment which containing the traditional protocol and IEC 61850 system, then the function of protocol conversion software was tested and verified according to the testing result, and the problem of the traditional protocol equipments accessing to IEC 61850 systems was solved.
