Quota Design In The Research And Evaluation Of The Construction Of Higher Learning

Research object of this paper is the anhui university of science and technology of the new campus construction project investment control, this paper analyzed the limitation of design in the construction of new campus of anhui university of science and technology in the specific application situation of investment control, through the establishment of relatively reasonable evaluation system, using the analytic hierarchy process (ahp) and fuzzy comprehensive evaluation method, carries on the analysis and evaluation quota design concept in the practical application of the construction of investment control in colleges and universities. According to the investigation and analysis concluded that the quota design in the new campus construction project preparation of the design plan descriptions of the feasibility study report and phase is been well used, but found in specific practical application limitation design projects also has many deficiencies, such as, design with limited amount of specific operation method is not reflected in the limitation of traditional design theory, in practice it is difficult to grasp. Second, insufficient recognition of the rationality of the design limitation in the design process, make some functions do not agree with the cost of the project, lead to growing later engineering operation and maintenance cost; Three, quota design, limiting the designer’s creativity, leads to the use of some new material, new technology; Four, the one-time investment of construction project is in the design of the key, the limit in setting the investment control target during different periods, such as investment estimation, design budgetary estimate and construction drawing budget, etc.), all of the project life cycle cost consideration, although the design implementation of the investment quota, completed a total investment control target, increased operating costs in the late. This research in view of the limitation design in institutions of higher learning in the new city construction investment control problems existing in the application of through theoretical analysis and evaluation, investigating the methods of field practice, specific solutions to the above questions, in order to limit for similar engineering construction design to provide certain reference and basis.In practice, the engineering cost of construction project must be changed from passive reaction to active control at the design stage, from accounting afterwards to beforehand control, to improve the effect of investment control, active control quota design happens to be a good investment. Implementation of quota design, and saving construction cost control of construction funds, but also the improvement of investment benefit is important. Therefore, developed a set of complete, reasonable and operable limitation design implementation method, has extensive practical significance and application value.
