On Application Of WBS In Cost Management Of Substation Construction Project

With the development of project management, engineering cost management is raised to a new scale. Thus, Work Breakdown Structure(WBS) is introduced to the management of construction projects as one of the tools for project management. In many large-scale international projects, project managers begin to conduct project management work with WBS. Yet, for domestic projects, many technical personnel still have not understood the basic concept of WBS and most of the enterprises have not developed a habit of preparing WBS. On this basis, the author studies the preparation of WBS and its application in the substation construction project.In this paper, the author first introduces the concept and development process of WBS and then prepares a WBS for a substation in accordance with the characteristics of the substation project. On the basis of WBS, by dividing the items to be cost, the author proposes a control means of summing up the labor, material and machinery costs according to specific parts and items so as to achieve the organic combination of cost control and organizational entity, assign responsibilities to specific units and individuals and solve the problem of budget estimation outrunning estimation, budget outrunning budget estimation and final accounts outrunning budget in the engineering cost. Finally, taking the 500 kV Linzi substation engineering construction as an example, the author conducts a reasonable estimation of the engineering cost of the entire substation based on WBS, calculates the engineering cost in each stage and puts forward suggestions for cost control. The WBS established in this paper for substation project provides a platform for the study and application of WBS in the future. Engineers may take this structure as a template and establish their own WBSs by adding or removing work packages to improve their work efficiency.
