In recent years, with the arrival of the peak of China’s railway construction, the railway’s business mileage has been expanding rapidly. A large number of high-speed railways and passenger dedicated lines have been putting into operation, in the meantime, the main lines of existing railway have been transformed to improve the train’s travel speed, and a large number of high-speed trains and heavy haul trains have been applying, which have been making more strict requirements for the construction of the railway’s maintenance operations. Especially in the busy main lines’ maintenance operations, in order not to affect the normal transportation, it puts down particularly high requirements on the progress of maintenance project, and the construction works must be completed before the specified point in the blocked skylight of railway. In the past, in order to grab the progress, the railway maintenance units often didn’t consider the cost factor, so when a construction project finished, it was often not profitable because of cost overruns. In the current, in railway system it requires each unit to improve business performance, so the original management method has been unable to meet the development requirements of the railway line maintenance construction units. Their project management should also take measures in the cost control at the same time, when it considered in the control of progress. So, the integrated control of cost and schedule can be used as a preferential direction of exploration.In this paper, based on the project management theory of cost management、schedule management and integrated control of cost and schedule, it introduces the earned value method cost and schedule integration control theory, and uses the second-level earned value method to optimize the cost and schedule integration control model of ballast cleaning project. Taking a railway line ballast cleaning project as an example, it explores the model’s specific application in cost and schedule integration control of railway line ballast cleaning projects.The paper introduces the earned value method in the management of the railway line ballast cleaning construction project for the first time, using the second-level earned value method to construct cost and schedule integration control model, and achieves the intend control goal in a certain ballast cleaning construction project successfully by using this model. It provides a useful reference for cost and schedule integration control of the railway ballast cleaning project in the future, and it has some practical significance and application value for leading the railway equipment maintenance units’ project management to meet the demand of market economy development better.
