At the beginning of this century,the developed countries in America and Europe put forward the concept of the smart grid focusing on energy security and tackling global climate change. Since 2009, Guangdong Power Grid Corporation have compiled the “the guidelines of green power grid planning and design” and “the pilot work program of green power grid construction” successively, launched the “smart grid overall research framework” and “smart distribution grid development framework and system research” etc. the key technology research of smart distribution grid has been arranged as key technology projects. Among them, State biomedical industry base in Shenzhen Pingshan new district was identified as the pilot starting area of smart distribution grid construction, it?s the important basis of putting forward next smart grid projects for research and construction. Bio-medical industry is one of the three emerging industries strongly encouraged and supported by Shenzhen Municipal Government. Accurate positioning and good economic situation provide the significant historical opportunity for power grid construction and development of Pingshan starting area, also put forward new and higher requirements.In this paper, from the standpoint of pingshan new district economic and social development, through the analysis of the situation of pingshan starting area power grid and its advantages and foundations in the development of smart grid, Power Grid Corporation put forward the overall architecture and the overall goal of the smart distribution grid construction in pingshan starting area, and described the general idea and development goals of the smart distribution grid construction in pingshan starting area, also discussed the project planning and key technical measures.In the planning of primary system, including the planning of medium voltage distribution network structure, the planning of distributed generations(DG) and energy storage system, and the planning of electric vehicle charging station. The power supply mode "Three power supply unit and a backup power unit” is recommend in the medium voltage distribution network structure, the distributed generations with smaller capacity dispersed access to 0.4KV distribution network, and the special lines of the distributed generations with larger capacity access to 10 KV distribution network, Energy storage system is recommended to select lithium-ion batteries as energy storage carrier, Planning an electric vehicle charging station and 480 charging piles, the charging station includes 12 off-board charger and two transformers.In the planning of secondary system, including the planning of advanced distribution automation and advanced electricity metering system, Advanced Distribution Automation adopts two-tier(Quasi three layers)structure that is the main station, the communication sub-stations and distribution terminals, Shenzhen Power Supply Bureau Power distribution master station is recommended to the main station of pingshan new district Power distribution automation system, Plan Configuration includes 73 sets distribution terminals of four cell type, 73 sets Ethernet devices of access layer, 3 sets of Ethernet devices with three layers, 38 km fiber optic cable, advanced electricity metering system adopts EPON network scheme of composite low-voltage cables with optical fibers, Plan Configuration includes 480 sets metering equipment of optical nodes, also planned for the metering modes of large, small and medium sized Users of special transformers, charging station / pile, low-voltage single-phase / three-phase industrial and commercial users and Residential users.
