Technology innovation is a comprehensive result mixed with behaviors of technology, capital, organization and market. Knowledge transfer is knowledge sharing in certain situations, crossing organization or at the border, and achieving the transfer or spread of knowledge between organizations or individuals. The new technologies created by architecture, engineering and construction (AEC) industry diffuse among enterprises and projects, and form new organizational structures and culture elements. As an advanced technology of contemporary AEC industry, Building Information Modelling (BIM) successfully organizes the right people and information effectively. BIM is applied into analysis of building performance and sustainable development and assists stakeholders with improvement in performance efficiency. It can also reduce the costs, risks and carbon emissions and deliver direct and indirect benefits. Technology innovation and knowledge transfer is a complex process and faces challenges from various barriers. These barriers could be technical, organizational, or the influence of economics and talents. The process needs internal and external driving forces from the main body of innovation, which is the same as BIM implementation.The Government implements the national decisions, fulfills social responsibilities in public affairs management, and has the function to provide public service with universality, fairness and high-quality. Meanwhile, the government forms driving forces from administrative behaviors and effectively control technology innovation through fiscal and tax policy or the generation of development strategies in science, technology and education. As a result, the government could support the basic research, development of high-tech and industrialization application, as well cultivation of professional talents.The thesis is a research on technology innovation in AEC industry and knowledge transfer (BIM implementation) which is based on lots of international literature search. The study collects data from BIM stakeholders in China and Australia through questionnaire survey and analyzes the data by using case study and mathematical statistics to indicate stakeholders’ concern degree to BIM from different aspects and their recognitions to government roles and driving force, explores the path and directions for the government to promote the implementation of innovative technologies, and designs a method to classify the priority of barriers to BIM implementation and government driving force. Based on the findings above, the research generates a choice and assessment method for the main barriers and government driving force in the process of technology innovation and knowledge transfer, forms a model for relationship between main barriers for BIM implementation and a model for relationship between BIM effects and government driving force. The research findings indicate that BIM implementation in the AEC industry has attracted widespread attention and has been recognized as a core element of the design process based on 3D modeling. The stakeholders gradually accepted the concept that BIM are integrating cost management or project management into the whole lifecycle of construction projects. Over 90% of the respondents agree that BIM implementation in the industry is necessary. The most significant barriers in BIM implementation are high cost, incomplete standard and lack of professionals. The government driving force should focus on fiscal and tax support, national standard improving and education and training.
