The real estate industry is an important pillar industry of our country’s economic and social development. In recent years, because of the macroeconomic regulation and control by Chinese government, the uprising room for housing price has been limited. In this background, cost control is increasingly significant in the management of real estate companies. Up till now, engineering changes are usually the main culprit for the reasons why most of projects embrace deficits in budgeting, even though there are enormous factors contributing this sin. It causes the contract price changes, thereby affecting the effective control of the project cost. Therefore, the construction project of the engineering change study is important to the achievement of project cost targets.This paper finalized 15 statistical factors affecting the engineer changes by determining basic concepts, categorizing as well as investigation of current conditions, analyzing secondary relationships between determined statistical factors and combing budget control theoretical skills. On this basis, through collecting sample cases and studying different participants, frequency of each factors and their degree of effect on cost, and at the same time, in order to fully analyze the cause of engineering change happen, the questionnaire is designed, four reasons has been found by digging the data from questionnaires. The first reason is that managers fail to insurance control in advance; the second reason is the lack of informational methods while the third one is barriers between organizations. The final one is the poor procedures for engineer changes. Two practical recommendations have been mentioned in the end of this paper:more reasonable procedure for engineer changes (improve procedures for engineer changes before and during construction) and taking full advantage of BIM technology to effectively control engineer changes (allocating BIM to design, execution and final acceptance). To be specific, BIM technology could be used in the stage of design by building up models to analysis collision detect, which can reduce engineer changes; In the execution stage, BIM can be used to organize completion model and enroll all information into system, providing valuable experience and reference for afterwards maintains and other projects constructions.By the implementation of control measures, it provides reference methods of cost control for engineering change for the real estate enterprise management personnel, which has important practical significance to promote the sustained and healthy development of the real estate enterprises.
