S Company Expansion Project End User Communication Planning

The expansion project of S company is one typical construction project in chemical industry, with the characteristics of tight schedule, long production process, complex techniques involved and specialized communication required. With the ongoing of project, problems in communication occurred like long feedback process, recurring of miscommunication, inefficiency in communication. On-site observation and questionnaire survey reveal that aforementioned problems result from inadequate clarification of end user’s interest and lack of user-oriented communication planning. Therefore, we compose communication planning from end user’s point of view, which could attribute to the construction project in S company and other similar projects in chemical industry.The steps of our composition are as below:firstly we give out project responsibility matrix of the project in S company by decomposition of whole project task, analyzing responsibility of different stakeholders and their communicative position and characteristics accordingly. Secondly, we summarize three communication constraints from individual, organization and process aspects when end users, per previous project responsibility matrix, act as five different roles (project leader, coordinator, decision maker, inspector and information keeper) in different stages of project’s complete life-circle. Thirdly, we give solution to the three constraints respectively based on the project actual status and theory study. Finally, we establish user-oriented communication planning which apply to construction projects in chemical industry per survey analysis, and constraint-solution above.Several innovative points:1) Based on Mitchell assessment theory, distinguishing different grading of stakeholders in different stages of complete project life cycle, which make communication ordered, finished, and to the point for the similar projects.2) Conclusion from questionnaire survey for the S company could shed light on similar projects in chemical industry.3) Through role analysis for all the project stakeholders, summarized the project matrix for the whole life cycle.4) Based on the project experience and theory research, systematically created the communication constraint analysis table for the end users.Findings of this paper would help to improve both the efficiency and sense of satisfaction in communication for end users in project of S company. Moreover, the approach we adopt such as project responsibility matrix, table for commutative constraints and thinking methodology can be used in other similar construction projects in chemical industry.
