As the outbound transferring of Japanese manufacture, the industry emptiness trend becomes increasingly intensified. And social problems like aging population have further negative impact to the domestic economy of Japan. Compared with traditional industries, tourism, as a sunrise industry, has promising prospect. Under this background, the Japanese government formulates a national policy of "tourism-led Japan". In2003, the Japanese government drew up "Visit Japan Campaign (VJC)" to promote the development of inbound tourism, but at present the inbound tourism market of Japan is still at starting stage. This paper firstly carries out an analysis of the inbound tourism market of Japan, then proposes the author’s viewpoints on how to develop the Japanese inbound market among the huge Chinese tourists population in consideration of the realities of Kyushu region where the author is located.As per the study of the author, Chinese tourists visiting of Japan is greatly affected the policy level elements such as the bilateral relation, visa policy, holiday arrangement. Therefore, the tourism industry practitioners in Japan shall tailor tourism arrangement in accordance with the relevant policies such as the arrangement of Chinese Week-long holidays, while improve their own reception quality at the same time.When talking about the Kyushu region where the author is located, although Kyushu region has profound tourism resources such as volcanoes, hot springs etc., and geographically near China, the popularity of Kyushu tourism is low in China. From the viewpoint of the tourism practitioners at Kyushu region, the author recommends intensifying the promotion of Kyushu region in China by means of shows etc. and the Japanese practitioners shall also tailor some tourism routes and plans for the youth in major Chinese cities and make up the deficiencies of Kyushu region through custom-built hospitality.In the long run, the Chinese tourists have become an important population in the world tourist market as the continuous increasing of the national power of China. The tourism industry throughout the world are compete to attract the Chinese travelers, even inside the tourism industry in Japan, fierce competition exists to lure the Chinese tourists. Through the study of this paper, the author considers only the tourism practitioners who tailor their services in accordance with the demand of the Chinese tourists can win in the competitive market.
