With the restructuring of the entire business in2008by Chinese telecom operator, the original Unicom and Netcom merged with China United Communications Corp. In2010, the network construction department of Shanghai United Communications Corp, which is responsible for the overall network, mobile, fixed network construction, is merged with the construction department of the original Unicom body corporation and the construction department of the mobile network corporation. In order to adapt to the new competitive situation and the building needs of the network, Responsibilities,organizational structure and personnel of the department have a new definition and adjustment. Meanwhile, in order to thoroughly implement the overall development strategy of Shanghai Unicom, further innovation management approach, comprehensive enhance the level of project management, to promote sound and rapid network construction, to provide strong support for the company’s business development, the department set up a project management capabilities group, responsible for the project management ability, this paper is that the research results of the group.The China United Communications Corp is in a period of rapid development of communication infrastructure and in the context of full competition, the full-service. The article aims to analyze the existing network construction project management system and the main problems, combine with theoretical knowledge of project management and project management office, research the possibility and necessity to deploy of the Project Management Office (PMO) in the engineering construction department of telecom operators, put forward a new set of project management system about project management office, take full advantage of the electronic information management system to improve the assessment and incentive mechanism, strengthen the construction management, the Security Communication Engineering construction quality, safety and progress, and enhance the long-term mechanism about project management, meet the internal control requirements of engineering management, and adapt to quickly respond to the business development of the network construction.The thesis is divided into five parts, the first part is an introduction, description of research background, research methods and ideas, the second part of is theoretical overview of the project management office. The third part in the competitive context of the whole business, target at ’construction boutique network, supporting the development of the whole business, enhance the user perception’, to analyze the existing network construction project management system and the main problems. The fourth part of shortcomings in the existing project management, building project for the construction project Management Office, Project Management Office deployment patterns, roles, responsibilities. The fifth part is the conclusion, the paper summarized evolution of research ideas and suggestions in the future.
