Water conservancy construction provides an important guarantee for the agricultural production, the effectiveness of its supply is directly related to the development of agriculture, and become a key factor of firming basic status of agriculture and ensuring national food security, especially the frequent occurrences of natural disasters at present, we should pay more attention to the construction of farmland water conservancy. In recent years, farmland water conservancy construction in Yunnan province has made great progress, but at present there is still a lot of problem in the process of the farmland water conservancy supply in Yunnan Province, in this paper,the writer analysis the existing problem of farmland water conservancy supply and low efficiency of supply in Yunnan province, according to the reason of the problem, then put forward the corresponding countermeasures and suggestions, hoping for offering reference value for improving the supply efficiency of the farmland water conservancy in Yunnan province.The thesis is divided into six parts, the first chapter is the introduction part, introducing the research background, research significance, and summarize the research status at home and abroad at present, furthermore show the research methods and the possible innovation points and deficiencies in this paper. The second chapter elaborate the related concepts and theories of farmland water conservancy, first of all, definite the related concept and the characteristics of farmland water conservancy facilities, then elaborate some theories related to farmland irrigation supply,such as the theory of public goods supply, the theory of public finance, food security theory and the theory of multi center management. The third chapter analyses the evaluation criteria of the effective supply of farmland water conservancy, for example, the standard of efficiency and fairness, the standard of Lindahl equilibrium, and the problem of optimal scale selection under the minimum, and the evaluation of the effective supply of farmland water conservancy. The fourth chapter focuses on introducing and analyzing the present status of farmland water conservancy supply in Yunnan province and states, expounding the existing problem in the farmland water conservancy supply, for example, the problem of the main body in supplying; the problem of investment funds guarantee; the problem of participation in decision making and the problem of management system, then state the reason of the problem. The fifth chapter is the empirical analysis, first the writer use econometric model to measure the internal relations between farmland water conservancy construction and grain output, the results indicate: the effective irrigation area is a key factor of affecting grain output, then the writer use the DEA model to evaluate and expound the supply efficiency of irrigation and water conservancy in Yunnan Province in recent years, from the vertical to measure the supply efficiency of water conservancy in Yunnan province, and from the horizontal to compare the supply efficiency of farmland water conservancy in States and cities in Yunnan Province in 2012, the conclusion shows, the input and output efficiency of farmland water conservancy is very low in Yunnan province. The sixth chapter discusses the selection of effective supply mode of farmland water conservancy in Yunnan province, by drawing on the advanced experience of effective supply of farmland water conservancy in developed countries and regions, at the same time, then put forward the measures to improve the supply efficiency of farmland water conservancy.
