Wuxi City has a very prominent feature was more population and less land, itstotal land area was4,627.46square kilometers which accounts for only4.3%area ofthe Jiangsu Province, it was routed to the11th in12cities in the Jiangsu Province. Bythe end of2012, the total resident population was6,470,000; the population densitywas probably an average of about1,400people per square kilometer, only0.35acresof arable land per capita which was far lower than the Provincial average. At the endof2012, the Wuxi City was developed a high intensity, the land for construction was218.18acres which was31.4%of thwastotal area and listed first in the JiangsuProvince. Thus Wuxi City land resources were very scarcity. Therefore, there-development of the city’s inefficient land use; explore new way to revitalize thestock of land of construction; build a new model of re-development for inefficientland which were major initiatives for an effective release of urban space, updatedurban landscape pattern, and promote urban and industrial restructuring and upgrading.This has great significance for the sustainable economic development of the WuxiCity.Based on the available literature and fieldwork research, explained the meaningof inefficient land use, classification, compared the different characteristics betweeninefficient land and idle land, and finally, the article analyzes the causes of inefficientland formation. The article based on Guangdong Province to carry out “three old”transformation, inefficient land re-development in ZouCheng Shandong Province andTongan inefficient land second use in Xiamen. From the perspective of governance,the article analyzed the favorable conditions of further development of the WuxiCity’s inefficient land use, practical exploration, facing difficulties and so on. Thisarticle also presented the suitable policy measures for Wuxi inefficient landre-development.After preliminary statistics, Wuxi City has existed1106inefficient land neededto reform and re-development, the total area was approximately190,170acres.(This area has been removed the area of inefficient land development and transformationfrom further development and utilization unit.) Further development and utilization ofunit are666; the total area was59374.56acres.(Included the area of inefficient landdevelopment and transformation) the re-development of inefficient industrial landwas274; the total area was15488.61acres. Can merge fragmented land was165; thetotal area was1762.14acres. The reform and development inefficient land was105; thetotal area was122403.53acres. The biggest problem in inefficient landre-development process was facing the problem of historical land clearance. Sincethere were no legitimate land use procedures which led to much inefficiency landsre-development were illegal, approach was not clear, and we also cannot carry out thework in-depth. Therefore, this article was mainly from land clearance to solvehistorical problems; to explore a mode for a variety of subject of rights of inefficienturban land re-development, and so on. Finally, carry out polices and recommendationsfor inefficient and re-development urban land. Through research and analysis, we canunderstand the need for inefficient land re-development of Wuxi city development,especially in terms of economical and intensive use of land and resources under thenew situation.
