In the21st century,it is an era that is full of opportunities and challenges, is a survival of the fittest, survival of the fittest era, it is a human resources era of fierce competition. The establishment of modern enterprise system and the high-speed development of the social economy, corporate human resources has become an important factor impacting the enterprise survival and development. Each enterprise to be a high priority of human resources, noting that the person is the largest and most critical resources to maintain a competitive advantage. Allocation of human resources is the allocation of resources to apply the concept of human resources, social development played an important role in deepening understanding. Allocation of human resources is the core content of the human resource management, is the basis of good human resource management and corporate resources to maximize the benefits of the basic work. With the advent of the era of knowledge economy, the role of human resource allocation increasingly scientific and rational allocation of human resources, and form a good mechanism, will be able to enable workers to better performance, improve work efficiency and organizational efficiency. For enterprises to create greater benefits, is an issue of great concern to business managers.Extend the oil is the birthplace of China’s oil industry and one hundred old enterprise. Is China has the qualification of oil and gas exploration and development of one of the four companies, is also a collection of oil, natural gas, coal, salt, and other resources integration of comprehensive development, deep conversion, energy efficient utilization of large chemical companies. The company for a large number of excellent human resources, the rapid development of the enterprise at present reasonable human resource configuration, there is a configuration structure imbalance and other issues.This paper USES the method of combining theory and practice of analysis to study the extension of the oil company development situation and problems existing in the current human resource configuration, and human resource allocation scheme implementation measures, and finally it is concluded that the enterprise’s competition in the final analysis is the talent competition, talent is the key to a successful enterprise, extend the oil refining companies in the development of enterprises, the development and management of human resources is a central part of the enterprise management and the core. Enterprise and worker relationship is the core of post setting management system. Enterprises promote the post setting management system, on the one hand, associated with the long-term development of the enterprise, on the other hand also vital interests in relation to the worker. Establishing and perfecting scientific salary incentive system, performance appraisal, incentive mechanism and training incentive mechanism will stimulate staffs work enthusiasm, initiative and creativity, promote the development of enterprise, create more economic benefits.
