Friedrich Naumann Foundation for freedom (Friedrich-Naumann-Stiftung für dieFreiheit, FNS) is founded in1958by Theodor Heuss who is the president of theFederal of Germany at the time, in order to commemorate the famous Germanypolitician Friedrich Naumann, the objective of foundation is to promote developmentof the liberalism in the world, the head office is located in Potsdam of Germany.In the late of1980s and the early of1990s, the international public—relationactivities of Dalai Lama make the international communities pay attention to “Tibetproblem” again, in the meantime,“human rights” becomes the important constituentpart of diplomatic policy of German government since1990s. Under the influence ofinternational and German situation, FNS pays attention and starts to support theindependent activities of Dalai clique. The “Tibet-related” activities of the FNSmainly include:1. FNS sets up “Tibetan Parliamentary and Policy Research Centre”with “Assembly of Tibetan People’s Deputies”;2. FNS organizes international“Tibet-related” conference that is the “International Conference of Tibet SupportGroups”;3. FNS issues publication to propagandize the “Tibet problems”;4.FNStakes part in other “Tibet-related” activities. The “Tibet-related” activities of FNSgenerate influence of evil slightly in the German and international community, theactivities strengthen the power of international Tibet support groups and promote theprocess of development of Tibet problems’ internationalization.The paper is based on archives of FNS, and references the congressional recordsof U.S., resolutions of European Parliament, resolutions of German Bundestag,documents of “Tibetan Government in exile” and others. The paper is based on theprinciple of practical and realistic, strive to investigate and clarify the historicalcontext and influencing factors of FNS’s “Tibet-related” activities from the1990s to2010scientifically and roundly, and then discloses the essence that FNS in the nameof “Non-governmental Organization” and “promote the development of human rightsand democracy of Tibet” to serve the German government’ policy that wants tocontain china.The paper includes three parts as follows:The first part briefly introduces the fundamental state of the FNS. The contentsmainly includes the social background of FNS’s establish and the FNS’sestablishment and incipient activities. By analyzing the institutional framework,personnel, capital source of the FNS, the paper summarizes the relationship betweenthe FNS with the government and Free Democratic Party.The second part mainly analyses the “Tibet-related” activities of the FNS. Thecontents mainly include the background that the FNS takes part in “Tibet-related” activities; the concrete “Tibet-related” activities of the FNS. By teasing the historyline of FNS’s “Tibet-related” activities, the paper analyes and summarizes the FNS’s“Tibet-related” activities.The third part roundly evaluates the “Tibet-related” activities of the FNS andmakes a thorough inquiry on the characteristic, influence and nature of the FNS.
