The Practical Logic Of Improving The Competitiveness Of Cultural Industry Inthe Horizon Of The Northeast-China

To improve the competitiveness of the cultural industries is the only way to revitalize the northeast old industrial bases, which has important strategic and practical significance. In 2013, the state council issued The National Old Industrial Base and Adjustment Planning(2013-2022) which further emphasized the necessity of revitalizing the northeast old industrial bases and made a major strategic plan of revitalizing the northeast old industrial bases, based on the global situation. It provides a good opportunity for the development of cultural industries in the northeast. At the same time, cultural industries in the northeast old industrial bases are rapidly developing in recent years which stimulates the economic and social development of northeast old industrial bases as well as meets the people’s increasingly spiritual and cultural needs. However, as a result of the national economic growth, the external situation of China’s demographic dividend disappearance, and the internal conditions of cultural industries starting relatively late in the old industrial bases, the development of cultural industries falls behind and there is a distance from the developed provinces and there is a large gap between it and developed countries, especially it is in the uneven state in the old industrial bases. Therefore, in the process of revitalizing the cultural industries in the northeast old industrial bases, first, it should introduce and learn from the developed countries and areas and take lessons, take a direct path and catch up with them. At the same time, it should be based on the geographical resources and unique features of industrial resources and rooted in the cultural resources in black earth, adjust the industrial structure and highlight the industrial features of culture and raise the proportion of the cultural industries in the whole economic and social development. Through the theoretical and practical researches to the cultural industries in the northeast, the thesis conducts the systematic analyses on the present situation of cultural industries development, the distance from the developed countries and areas, the causes of its falling behind the economic and social development and its advantages and potential of competitiveness of cultural industries. It shows that the development of cultural industries in old bases is facing opportunities and challenges of the new era, which is a good choice for the old bases to develop and enhance its cultural industrial power. Therefore, in the view of scientific development, the thesis propose the countermeasures of enhance the competitiveness of cultural industries in old bases for the adjustment of economic structures and industrial transformation and upgrading: to give full play to the regional, national cultural, talent agglomeration, scientific and technological innovation, modern media advantages in the northeast China; to emphasis legal protection, policy direction, facilities building, financial support, brand creation, talents cultivation; to found the potential of markets; to stimulate innovation vitality; to enhance the basic competitiveness of cultural industries, core competitiveness, environmental competitiveness and comprehensive competitiveness; to strengthen cultural industrial power and to push the overall revitalizing the northeast old industrial bases.
