The Influences Of Social Capital On Countryside Public Culture Service

The countryside public culture service (CPCS for short), an important component of public service system of culture, which meets the basic needs of rural residents on culture and serves as the guard of their basic cultural rights. It’s not only an important measure of the construction of harmonious socialist society, but also the key content and basic premise of the construction of new countryside.Under policy support of CPC and the government, remarkable achievements on the construction of CPCS has been realized. However, there is no denying that how to make the CPCS work effectively and improve the current dilemma of construction has become a bone of contention in the academia and the core of exploration.This article tries to discuss the influence of the concept of village public social capital to the operational mechanism of CPCS, bases on the perspective of Robert D-Putnam’s Social Capital Theory and the case of Xikuncun.According to the research, there is a close connection between the particularity of the CPCS development in Xikuncun and the cultivation of social capital in local area. Xikuncun attached great importance to carrying forward his traditional culture by organizing a series of traditional activities actively, such as the Ceremony of Confucius, Shengrenbin (a kind of funeral established by Confucius) and so on. As a result, a public perception of " Boosting education, passing on filial piety and fraternal duty, educating kindheartedness and justice" is cultivated among villagers, which forms the public spirit and the social capital of participation. The public spirit puts up a collective informal network of participation, which makes villagers engage in the actions and serve the public culture service actively and consciously, like carrying forward the Confucius culture and the culture of ritual and filial piety. Nevertheless, it’s true that there are some obstacles caused by the limitations of public participation of the "The clan type" social capital in Xikuncun, like people not of the same surname can’t reach the Confucius culture, insufficient financial input on village cultural services, shortage of talents, etc. In view of the dilemma of current construction of public cultural services in Xikuncun, village social capital should be reconstructed. Firstly, villagers should be mobilized to participate in public affairs actively and cultivate their concept of collaborative work under the demonstration and guide of local elites. Secondly, "Kong" social capital and "non-Kong" social capital should be combined together, to accumulate relationship-type social capital by setting up a public cultural autonomic participatory network, then based on this network, the construction of CPCS should be adopted into the village regulations, gradually construct its institutional social capital through relationship-type social capital. Thirdly, to ask government and NGO for help to provide villages with diversified supply channels by setting up cooperation, to build up a mechanism of equal basic public cultural services for local governments at all levels and all administrative villages; then mobilize the social force to work for the construction of CPCS with the organization and guidance of Xikuncun.The key feature of the construction of CPCS in Xikuncun is village self-supply services. Public spirit used in social capital operation severs as an internal impetus to realize village self-supply services. The successful methods in Xikuncun have certain reference meanings, but it also have flaws. That is:As a largest gathering place of Confucius descendants, with a historical advantage on the inheritance of traditional culture, it’s easier to establish a common public spirit and belief. But as to other areas, the cultivation of public belief turns to be quite difficult. So the experience in Xinkuncun should be used according to actual circumstances and conditions.
