Study On The Frame Of Emergence Plan In Shaanxi Province

In this dissertation, I make a deep investigation on the basic situation of emergency plansystem construction in Shaanxi Province; define the concept of emergency plan systemthrough theoretical analysis, with the help of practical experience and under the guidance ofexperts. Through further study of the basic situation of emergency plan system in ShaanxiProvince at present, summarize the positive experiences of current plan system; analyze theexisting problems and affecting elements. And I start from the characteristics of emergencyplan system construction, according to my own work experience. I propose that in order to doa good job of emergency plan system construction, we must start with a perfect system andmechanism, complete top-level design, strengthen macroscopic planning, make plan directoryin accordance with risks, implement the hierarchical organization and centralized build, payspecial attention to the system construction by adhering to the basic thoughts of makingpolices based on capability. The dissertation further highlight the internal characteristics ofplan system, form the distinctive plan system, promote the standardization andstandardization of plan system, improve the standardization of emergency plans, strengthenevaluation of emergency plans, raise the scientific nature of the emergency plans, strengthenthe investment and management of emergency plan system construction, comprehensivelycarry out the construction of the emergency plan system.Those advises and suggestions given below could help to construct the emergencyplan system in Shaanxi Province, and to improve the capacities of dealing withemergency incidents so that to effectively improve the social security and stability.Meanwhile, this research can fixes the insufficient study on national emergency plan systemand provides the backup material and experience on strengthening emergency plan system forother provinces.
