Learning organization construction is a necessary way to improve the collective wisdom of the organization and maintain competitiveness and vitality of the organization. Scholars of the world have started extensive discussions on the learning organization, include its connotation, operation mode, construction method and developmental disorders, which has obtained fruitful results. To learn from the learning organization theory and accumulate experience from practice will help construct a learning organization in our local government.Designed by a county government, the "double percentile" competition activity is a useful exploring of the learning organization construction in local governments, aiming at building the learning, service-oriented and innovative Party organization, optimizing the work style and improving the working efficiency. The competition content of the "double percentile" activity is rich and circumstantial; the curriculum is scientific and practical. Since carried out for four years, civil servants actively participate in the activity, which gets much attention in social circles and improves work performance significantly. But some problems still exist:the course selection system needs to perfect; some civil servants don’t have strong sense of responsibility and correct learning attitude.The assessment result on the learning organization construction and its performance of the county government shows that, through carrying out the "double percentile" competition activity, the county government hasn’t formed a real sense of learning organization. Concretely speaking, the government’s capacity of absorbing and using new ideas is week; the information transmission and information feedback loop isn’t smooth enough; incentive mechanisms for learning and innovation is absent; the potential of civil servants hasn’t been fully tapped; government vision, team vision and personal vision fit lower. In order to construct a real sense of learning organization, and to get persistent survival with a broader space for development, local governments should build a learning system which combines learning and practice perfectly for civil servants, improve the mechanism of information transmission and information sharing, establish and improving the mechanism of learning evaluation and innovation incentive, form a tissue culture system at the core of common vision, optimize learning organization index system of local government.
