Design Of E-government System For Erdos Service-oriented Administration Of Mineral Resources

The exploitation of mineral resources is the pillar industry of Erdos City, so mineralresources administration is crucial to guarantee the sustainable development of local societyand economy. With the rapid development of mining economy, Erdos existing mineralresources administration can’t already meet the needs of economic development and theinformation society. According to the requirement of the construction of Erdosservice-oriented government, mineral resources administration urgently need change thefunction, with the help of information technology tools to improve the management andservice level. Therefore, in this paper, Erdos mineral resources administration as the researchobject, design of E-Government system for service-oriented administration of mineralresources aims to speed up the transformation of government functions, reform managementservice mode and the way of mineral resources administration, improve the mineral resourcesadministration and service efficiency and provide ideas and methods for the reform and theinformatization construction of mineral resources administration and promote the constructionof service-oriented government.Firstly, this paper, based on summarizing and analyzing the research of service-orientedgovernment, mineral resources administration and E-Government, studies the connotation,system and characteristics of service-oriented administration of mineral resources.Service-oriented administration of mineral resources, to serve as the core idea, strengthensmacro-control and market allocation, enforces social management and focuses on providinghigh quality services for the management and the service object, to promote governmenttransparency and public participation. Secondly, through the analysis on the present situationand demand of Erdos mineral resources administration, according to the requirements ofservice-oriented administration of mineral resources, this paper scientifically definesfunctions of mineral resources administration, reforms the management system and designsbusiness processes, strengthens the market allocation, comprehensive supervision, social management and public service functions. At the same time, this paper, by means ofinformationization, constructs Erdos mineral administration E-Government system, designsnetwork infrastructure, Mineral Management with One-Chart" data center, application andservice system and security system, to actualize the services of the integration and sharing ofbusiness information. The application system based on data center achieves informationbuilding of geological survey and evaluation, comprehensive supervision, decision supportand improves the mineral resources administration level. The Service system with applicationsystem support provides "one-stop" services through the establishment of portal website,realizes information publicity, government civilian interactive, online service and otherfunctions, increases the service content, improves service mode, to promote service level andservice quality of mineral resources administration. Finally, the paper, from the ideologicalconcept, organization, operation and maintenance, performance evaluation and salary system,proposes the implementation strategy, to guarantee system construction and operation.
