| In the planned economy time, our urban security was the singular governmentadministration, which meant the versatile governments model that relying on thepublic security to management. The government was the only subject in securitymanagement. As for enterprises, the trade associations, the NPO and the public, all ofthem depended on government management in urban security.Since the reform and opening-up, china’s economy has maintained a sustainablerapid and sound growth, people’s living standards have improved and the conditionsof public security have become stable and orderly. However, with these developments,the social mentality becomes more complicated, the social responsibilities anddedications are missing. The city social security confronts with a series of new socialsecurity situations and new problems. The security management becomes moredifficult, and the criminal activities arise some new trends, which affect the publicsafety seriously, making the management of urban security more difficult.Therefore, based on the analysis and research on the problems of china’s urbansecurity management, this article compares to and learns from the managementexperience of foreign countries, and refers to the many years’ governance experienceof shishi city, which develops from urban management to governance. These areusing a variety of multi-center theories and other theories to verify the necessity ofurban security form management to governance instead of the singular governmentadministration.
