The Dilemmas And Solutions Of Multivariate Supply Of Rural Public Products

The effective supply of rural public products is the important material foundation and guarantee of rural economic society development. Thus, it not only relates to the development of rural area but also relates to the whole national development. This paper discusses the historical changes of rural public products supply mechanism and its various supply subjects. It aims to present the operational dilemmas of rural public products supply mechanism, discuss the multiple reasons that cause these dilemmas, and present several suggestions and solutions.This paper has five chapters:The first chapter aims to integrate the historical change line of Chinese rural public products supply mechanism and argue that the national rural public products supply present a tendency that the rural public products supply mode was changed from the monopolistic supply mode in People’s Commune period to the multiple supply subjects mode after the reform of taxes and dues.The second chapter analyzes the function of each rural public product supply subjects and thinks that the government has authority in public budgets, public policy supports, and technological supports, so it undertakes the prior responsibility to supply public products to rural areas. The market subject participates in the supply process in order to promote the effectiveness of public products supply and implement its functions. In addition, non-profit organizations implement its functions by playing the commonweal character and social influences. Farmers will be the original motivation of rural public product supply.The third chapter discusses the operational dilemmas of rural public product multivariate supply mechanism. Many researches present that even if the subject of our country’s rural public product supply shows diversification, it also faces many dilemmas. For example, it faces the dilemma of collective action, low motivation of supplying public products, and the dilemma of shortage of public revenue and financing channels and ability.The forth chapter exposes the factors that cause these dilemmas of rural public product multivariate supply. Many researches argue that the core reasons will be lacking of public spirit, unclear division of responsibilities, lacking of motivation mechanism, ineffective and incomplete demand orientation supply mechanism, and lacking of an effective multi-cooperation supply mechanism.The fifth chapter emphasizes to present several suggestions and solutions to solve the dilemmas of multivariate supply of rural public products. These solutions include improving and promoting public spirits, clearly dividing responsibilities of these multiple supply subjects, and clarifying governmental supply responsibilities and the relationships with other supply subjects. Furthermore, these solutions emphasize to enhance the effectiveness of motivation mechanism, widen financing channels, formulate appropriate policies to attract more and more social resources, and improve the multi-cooperation supply mechanism.
