Performance appraisal system is restructured as part of the humanresource management of state power.Government wants to work with thissystem to improve performance, performance and reward excellent civilservants, provides the chance of advancement;For the poor performanceof civil servants at the same time should also be given warning or topunish.Therefore, the performance appraisal system of perform rigorousor not will affect tens of thousands of Lao civil servants.But in reality,civil servants, in the minds of ordinary people, and mostly iron rice bowlin the equal sign, regardless of their merits or not, almost not face the fateof elimination.Civil servant performance appraisal system, therefore,must be researched, neither let civil servants have followed you lazypsychology, and must make the positive and the efficiency of civilservants is rewarded, play to reward good performance appraisal system,spur mediocrity, backward function.This study tries to combine the theory and practice to explore Laocivil servant performance appraisal system, through the theoreticalanalysis and the discussion of the present system, and put forward thefeasible policy Suggestions.This view a total of six chapters.First chapteris introduction, introduces the research background and significance andresearch status at home and abroad, the research and innovation points,research contents and methods.The second chapter mainly introduces theconcept of civil servant’s performance appraisal system, the function ofthe civil servant performance appraisal system and relevant theory ofcivil servant performance appraisal system.The third chapter is about thepresent situation of Lao civil servant performance appraisal system andthe present situation and problems of empirical research.First, this paperintroduces the present situation of civil servant performance appraisalsystem, the second, further analysis the deficiency existing in the civilservant’s performance appraisal system, the third, the analysis of thecauses of civil servant performance appraisal system problem.The fourth chapter mainly study overseas civil servant performance appraisal systemand its enlightenment to Laos, research in China, the United States, Japan,Singapore civil service performance appraisal system of Laos.On thebasis of the above research, the fifth chapter puts forward someSuggestions of improve the system of Lao civil servant performanceappraisal, including set up correct concept of performance appraisal,strengthening incentive and development of performance appraisalfunction, improve the democracy of performance appraisal, adoptingdiversified ways of performance appraisal, etc.The sixth chapter to thisstudy to conduct a comprehensive review and summary.The innovationof this study lies in: Lao civil servant performance appraisal system forthe observation of a detailed analysis;Comparison analysis method, studyabroad experience of civil servant’s performance assessment system andits revelation, the main research in China, the United States, Japan,Singapore civil service performance appraisal system of Laos.Putforward the policy Suggestions to perfect the Lao civil servantperformance appraisal system, to provide reference for the government toimplement relevant policies.
