Study On The Supervision Of Government Procurement

Government procurement practice is an effective way for the government topromote management of macro economy, in the same way, it plays important role inpublic financial management. Chinese government procurement system is becomingmore and more important to improve the construction and quality of public financesystem, to lead the public fiscal expenditure management reform, and to promote thebuilding structure of a socialist market economic system. Starting from the pilotapplication to comprehensive extension, especially the implementation of"government procurement law" for more than10years, the government procurementsystem gradually is in the right track of legal construction, following the expansion ofincremental and standardizes the management of the main line, moving forwardsteadily. Government procurement practice with the reform of governmentprocurement system has China characteristics due to our own specific condition.Government procurement purchase capital scale is increasing fast in recent years,as the procurement range is expanding. In this way, the government procurementsaved financial resources and capital efficiency, and also improved nationalmacroeconomic regulation and control. Although the "government procurement law"restrains purchase practice, the concrete implementation regulations have not beenannounced, the government procurement behavior is lack of clear definition. Thesupervision and management system is relatively backward problems becoming moreprominent, the influence and restriction of "open, fair, justice" target. Therefore, toaccelerate the reform of the system of modern government procurement system,standardize the government procurement behavior, the effective supervision of thegovernment procurement process is an urgent duty of the supervision departments atall levels.In this paper, taking ZhuMaDian city as an example, new public managementtheory and the principal-agent theory are used to explain government procurementpractice, using the empirical analysis and normative analysis, combining qualitative analysis and quantitative analysis. Based on expounding the background andsignificance of the study on the research status at home and abroad, the purchase ofgovernment from the theoretical analysis, a clear government procurement regulatorybody and functions are suggested, and how to effective supervision department ofZhumadian City Hall procurement supervision of government procurement projectsempirical study, based on the development of the legal provisions of the state andindustry standards, put forward countermeasures and suggestions the governmentprocurement supervision.
