Research On The "Liaoning No.1" Social Security Informatization Project

The modern information technology, with the computer technology as the core, plays amore and more important role in the economic development of all countries, the public lifeand public governance, and therefore, e-government, as the important content of the socialsecurity informatization, is increasingly obtained attentions of the governments. Based on this,this article takes the first social security project informatization, namely the “Liaoning No.1”social security project as the research object, through the analysis of the main problemsexisting in the implementation process and the reasons, to provide suggestions for some othersocial security informatization projects as well as Chinese software industry.This paper analyzes the starting background of “Liaoning No.1” social security project,the implementation content as well as the particularity of customers firstly, and then expoundsthe overall situation of the project. There is something worth of learning in “Liaoning No.1”project, but a lot of problems also exist, which include that the money is in short supply, thecost is too high, unsuitable communications with the customer and software maintenance andupgrade difficult four aspects. Next, this paper analyzes the main reasons of these problems,which include that the consciousness of project risk management is lack, project costmanagement consciousness is not sufficient, human resource management and thecommunication management as well as the project quality management awareness are notenough for four reasons. Finally, based on the above analysis, this paper put forward thecorresponding countermeasures and suggestions for some other social securityinformatization based on the project management of “Liaoning No.1” social securityinformatization project.
