According to the theory of neo-liberal institutionalism, cooperation is based oncontinuous interaction between different actors, cooperation is the appropriate choiceon the base of interests.The cooperation of economic and trade between China andJapan meet the demands of the development of both sides.At the same time safety isimportant side in neo-liberal institutionalism, keeping security is the national basicrequirements under the anarchy. Cooperation between China and Japan in the1960s,the ultimate goal is to develop economy and safeguard national security.Theestablishment of the system can affect the possibility of cooperation, and provide theframework for interaction between actors, as an extension of policy–separation ofpolitic and economic, the signed trade memorandum provide economical guaranteefor the development of bilateral relations, it was the biggest effort two countries coulddo before they established diplomatic ties.Ikeda cabinet’s policy—separation of politic and economic is to hold and thepolitical relations with the People’s Republic of China, and just develop the traderelations.The policy of separation of politic and economic only function underspecific historical conditions, it would not come into effect if placing it in now.Inchapter one, this article discussed the international and domestic background oftheIkeda cabinet,and analyzed the bipolar structure’s influence on foreign policy ofChina and Japan, the United States how to implement a separate occupation of Japanand all around reform, and what are the problems left.In chapter two, this articlediscussed the content of this policy--Separation of politic and economic, includingthree principles of politics, three principles of trade. Moreover, I completely explainedthe content of the memo and other relevant economic agreements, and by introducingthe folk activities, Ifully explained the meaning this policy.In chapter three, we talkedabout the characteristics of separation policy of the political and economic, the firstside is keeping political distance with China, between the three parties including themainland, Taiwan, the United States, the Japanese government gained the biggestbenefit. The second side is using Chinese in terms of economy only, throughcomparative analysis of the four folk trade agreements and LT trade memorandum, Iarrived some differences. In the fourth chapter, Ianalyzed the influence of this policy.On the one hand, this policy promoted the development of bilateral relations, signed trade memorandum, established offices, and resident journalist in each country, boththe factors eventually led to the establishment of not entirely diplomatic relationsbefore China and Japanestablished diplomatic ties. On the other hand, thecontradiction and conflict between the two countries did not reduce, frictions,historical and territorial disputesdid not solve, all these disputes still have influence onthe relations between China and Japan.In the last part of the article, I explained thecause why this policy cannot continue to play a role, as well as the inspiration of thepolicy brought to us. From the perspective of the two countries, both China and Japanshould consider different factors in formulating foreign policy, and provide one anglefor studying the development of the relations between the two countries.
