| Since the founding of New China, our Party and government have given priority to the d evelopment of water conservancy and hydropower and established largescale projects in this a rea. While it brings China considerable economic benefits, there are massive reservoir migran ts emerging correspondingly. As a large province in terms of reservoir migrants, national stati stics shows that by 2012 there are as many as 1.902 billion migrants brought by the constructi on of large and mediumsized water reservoirs in the province, second to that of merely one pr ovince nationwide. As the largest county of migrants in the province and the second largest ac ross China, Dongping County witnesses nearly 250,000 migrants, about one third of its whole population. Nevertheless, affected by historical and policy factors, our province still suffers weak infrastructure in reservoir and migrant resettlement areas, poor development potential an d lower living conditions of migrants. Hence, it remains a pressing problem to be solved subs equently how to make these migrants “emigrate, resettle and prosper”.From the actual situation of Dongping county’s immigration industry research projects, this work studies the organization’s business model and revenue distribution mechanism of the immigrant industrial projects, to explore ways and suggestions on promoting the prosperity of immigration resettlement area securely. This article from the following four aspects:(1) The resettlement profiles of Dongping reservoir. This chapter describes the overview of Dongping County, Dongping Lake’s formation history, the working mode for the resettlement project, the causes and the late support status of immigration, and the development of immigration projects.(2) Construction of new agricultural management system in resettlement area. From the cultivation of new agricultural business entities, the development scale, and the optimization of industrial project organization model, the chapter constructs a new agricultural management system. Based on the combination of theoretical analysis and field research, we sum up several organization business model of industrial projects in resettlement zone. They are respective immigration cooperatives-led organization, leading enterprise organization model and "enterprise + cooperative + resettlement households " organizational model. Through a comparative analysis, we come up with a best organizational model.(3) Immigrants’ asset management and income distribution model. We discuss the property rights the immigrants increased after the Eighth session of the Third Plenary Session. On the basis of theoretical research about income distribution and combining practice, we propose two ways for the distribution of income immigrant industrial projects, namely direct distribution income and indirect income distribution, which offers options for other reservoir resettlement project.(4) The secure prosperity policy and recommendations of resettlement area. On the basis of these studies, we propose a number of policy recommendations for the secure prosperity of resettlement area. In organizational mode selection, we prefer "Enterprise + cooperatives + immigrant households" organizational model; In terms of the government and immigration authorities, we propose to increase the policy support, capital investment, and improve the immigrants’ quality; About landless migration, who are a special group in reservoir resettlement, we recommend special study and special support for them.Water reservoir resettlement countries contributed their homes. Their small family homes care of everyone’s spirit worthy of our study. The state should be compensated through a variety of measures to this end. Immigrants cannot just stay in the placement stage. To help them and gradually adapt to the sudden change in control of production and lifestyle. Development of relations resettlement areas to harmonious development of hydropower in China and social stability. The migration’s secure prosperity cannot be ignored. |
