The Introspection Of China’s Rising Peacefully

With Chinese power rising, the pressure coming from international system also increases. To China’s diplomacy, how to relieve pressure from the international system, becoming one of the most important issue can not be avoided. It is important to investigate what strategic arrangements China choose can effectively transform economic power into systematic influence, maintaining the rising trend, and extenuate hostility from other countries.In this process, enhancing the international legitimacy become an important part to the rising country that could not be ignored. A country gains its legitimacy is a legalization process. National legalization bases on three dimensions:abiding by international law and international institutions as for procedure legitimacy; offering the dominating ideology as for value legitimacy; providing rich and effective international public goods to international society and promoting international welfare as for functional legitimacy. These elements are a complementary and interrelated organisms, they forming the basis of the international legitimacy. Thus the rising countries want to obtain the legitimacy in international society and relieve the stress from the international system, they should abide by and draft international law and international institutions, internalize their values in international society, and providing rich and effective international public goods to international society.This thesis has three chapters. The first chapter analyzed the historical evolution of legality and bases of legitimacy in modern international society; the second chapter was mainly discussing the legitimacy dilemmas what was contemporary China facing as well as the reasons that causing these dilemmas under the application of the theoretical results of the first part; The last chapter presented a way to legalize the behavior of China.Specifically, in the first chapter, the historical evolution of modern political legitimacy was highlighted. Basing on this, the basis of legitimacy in modern international society was sum up as follow:abiding by international law and international institutions as for procedure legitimacy; offering the dominating ideology as for value legitimacy; providing rich and effective international public goods to international society and promoting international welfare as for functional legitimacy.In the second chapter, the security dilemma of contemporary China facing in the rising process from the perspective of the bases of legitimacy in modern international society was analyzed firstly. Then the participations of China in the international institutions was described, China’s inefficient in international institutions from innovation ability and ideological construct ability etc were pointed out. These factors limited China’s international influence and weaken the legitimacy of Chinese power; Afterwards, in the political values, it was important to get the recognition and support from other countries by providing the values which full of attraction and assimilability to international society for rising state. And as a prerequisite for analysis, this point revealed the core values of China want to become international consensus having a long way to go. At last, in the perspective of international public goods that China offered, China fail to effectively transform its economic power into international influence was analyzed, which seriously affected the legitimacy dimension of China in international society because of international public goods lagging behind its economy. This part mainly analyzed reasons that China suffered crisis of legitimacy in the international society from the three aspects.In the third chapter, China’s responses in facing these difficulties from the bases of legitimacy in modern international society were analyzed. In order to get rid of the rising dilemma, the author suggested to expand the orientation of China legitimacy in modern international society by enhancing the international recognition ability, expanding the voice and creating a more favorable impression respectively.In conclusion, as international connection strengthening and globalization deepening, international legitimacy has been playing more important role gradually. Enhancing the international legitimacy of the rising countries can help weaken the anxiety and hostility from other countries.
