A Study On Public Employment Service For Young People In Rural Areas In Hanoi City In Vietnam

Young people are the future of a nation. The problem of young people employment is of great concern to the goveronment and the whole society, whether the probem can be resolved has a great influence on socical security and stabile development of the society. Due to rapid urbenization, surpus rural labor in hanoi needs to be transfered,and most of them are young people. However, for lack of skills and work experience, thoes people suffer from weak competitiveness. How to provide thoes people with employment oppotunity is a chanllenge facing the goveronment. If the problem is not reloved appriately, it will block the process of urbenization in Hanoi city.The government is responsible for resolving the problem of young people employment, and failure to offer employment oppotunities to young people in rural areas is government’s dereliction of duty, which is unfavorable for synchronous development of city and countryside, harmonious development of society, and consolidation of mass base for the communist party. The author supposes that strengthening construction of public employment services for young people in rural areas represents the government’s duty for the people. Providing Preferential policies and supporting solutions are a necessary requirement and the only route for gradually building a service-oriented and responsible government.The study discusses the problem of public employment services for young people in rural areas in Hanoi city in Vietnam, and proposes related suggestions. The first part is the introduction, which describes a current situation of background of young people in rural areas in Hanoi city and the related studies home and abroad; the second part defines some concepts closely related to the study: young people employment and public employment services; the third part analyzes, by collecting related materials, a current situation of young people employment, public employment service policies, and employment supporting strength in rural areas in Hanoi city; the fourth part studies problems existed in the public employment services for young people in rural areas in Hanoi city; the fifth part analyzes some beneficial inspirations from public employment services in foreign countries and in other provinces in Vietnam; and finally, a solution for improving employment services for young people in rural areas in Hanoi city is put forward.The author supposes that only when public employment services for young people in rural areas is improved, the employment problem can be resolved successfully; only when the employment problem is resolved, the social conflicts can be resolved radically, so as to promote the building of a responsible and service-oriented government and a harmonious socialist society.
