Study On The Process Of Venture Philanthropy Under The Logic Of Governing By Contract

As a major way for the government to purchase services from social organizations,Venture philanthropy has played an important role in promoting the transformation of government functions and improving the self-construction of social organizations.In the new era of rights governance to contract governance,the government and social organizations are the two main bodies and need to seek political and social cooperation to cope with the increasingly diversified,personalized and complex public service needs.The Venture Philanthropy concept was introduced into China in 2006.Xuzhou City has launched its first time in 2013 and it has been held five times.However,,there is a certain gap between them and many developed regions regardless of the scale,funding,and effectiveness of VP.This also reveals some problems such as incomplete system construction,improper use of funds,and lack of process management.In these issues,the management of contractual relationships is often overlooked but it is a key issue that concerns the quality of the final service of the Venture philanthropy.This article takes government by contract theory as the theoretical basis,supports the existing practical experience and comprehensively uses the methods of theoretical analysis and case analysis,and divides the theoretical framework of cooperation process management into two levels: the informal mechanism of contract governance-contract relationship.And formal mechanisms-cooperation process management,including cooperation process management,including four stages :integration-operation-separation-rebuilding.Secondly,with the theoretical analysis framework as a guide,the philanthropic venture capital case in Xuzhou City was analyzed in depth from four stages to verify and support the theoretical framework.Through case studies,we found that the problems in China's philanthropic venture capital management process include: unequal status between government and social organizations,failure to establish a standardized contract goal negotiation process,lack of a professional project management team,relatively limited supervision bodies,and incomplete evaluation indicators.,performance evaluation is not comprehensive and so on.Finally,based on the theoretical framework and case analysis results,the paper proposes some feasible suggestions on the management of contract relations from the four stages of process management.
