Urban Community Endowment Service Research

With the aging of the population increasing, about the aged service, health care, elderly livable environment, management and other issues become increasingly prominent, accompanied by the rapid urbanization and population, resource, environment pressure is also increasing, which have become a constraining China’s economic development and social progress obstacles. The new-type urbanization situation, new requirements are put forward to solve the problem of aging, handle the relationship between aging and urbanization, to solve the problem of the aged people, related to social stability and promoting new urbanization effect. However, along with the family miniaturization and the city of population pressure, the traditional family pension mode of pension and pension institutions have not been able to meet the needs of the elderly service in our country is increasing day by day, study and explore the community care service become the academic circles concern for the situation of our country.This paper choose the community care service as the research object, basic research context is:firstly, define the related basic concept, summarizes and analyzes the research results of predecessors to the community care service for the research community endowment theory, provide theoretical support; and then combined with China’s national conditions and pension development present situation, defects and other aspects from the existing the present situation, the needs of the elderly family endowment and pension institutions are analyzed, discussed the existence at the present stage community endowment in the process of China’s problems, and learn from the successful experience of developed countries, through the empirical community endowment model of Hebei Zhangjiakou analysis, find out the existing problems and reasons of Zhangjiakou community endowment service, which found that the common problems China’s community endowment patterns, and finally put forward the pertinence countermeasures for improving China’s community endowment service. This paper selects Hebei Zhangjiakou as empirical analysis, there are two main reasons: one Zhangjiakou city of Hebei province is the first to enter the aging city, the pension issue is more outstanding, more easy to find the existence of the community care model problem. The two is the author in Zhangjiakou city work and has more connections, facilitate the collection of material data.This paper uses literature data method, questionnaire survey method, empirical analysis method and comparative analysis method in research methods, through the social embeddedness theory, welfare pluralism theory, community management theory to explore the influence factors of the community endowment pattern. In addition, this paper realizes the innovation in two aspects: one is the role of the new positioning community endowment model in solving the pension problem, two is to focus on the protection of the rights and interests of the elderly. In this paper, through the research of the community endowment based, will help us more clearly understand the important significance of city community development, but also helps us to grasp social, government, family and community links between the city from on macroscopic, to better promote the new urbanization and the construction of a harmonious society, can help us to understand the scientific connotation of "people-oriented" and understanding, and help us to broaden our horizons, increase of other dabbling subject understanding. By studying the community care service and learn from the advanced experience of foreign pension, help us to find out the existence of our country community endowment service problems, and analyze the effect of community endowment problem behind the development group, to make reasonable countermeasures of population aging problems effectively, promote the economic society coordinated development.
