With the development of economy and the progress of society, the social demands for people are higher and higher. In modern civilized society, stress feeling has become the new normal. Stress problems catch more and more people’s attention. As a special group in society, civil servants are faced with conflicts and contradictions from double identity frequently who are both policy-makers, executants and self-interested economic men. The stress not only harms health of body and mind, but also has influence on public administration efficiency and public service effect. So, it is meaningful to study the present and stress source of stress management in the group of civil servants. It is an inevitable choice of reflecting people-oriented concept, according with the scientific outlook on development, complying with the administrative system reform.This study was launched through empirical methods such as the Questionnaire Survey Method, Descriptive Statistical Analysis, ANONA, and Independent Samples T-test. Firstly, the author did explanation on concepts and theory basis of civil servants’stress management. Secondly, analyze stress management present situation, stress source, coping ways and the true demographic differences on Fuzhou young civil servants on the basis of questionnaires. At last, come up with practical suggestion from aspects of environment, unit, and individual.The content mainly includes these following parts:First, analyze relevant theories on the basis of the review of the related researches. Stress theory, Stress Management theory, Two-factor theory, Humanism theory are the main theoretical bases of this study.Second, get know about stress management present situation of Fuzhou young civil servants including total stress level, the demographic differences of stress level, analyze source of stress and coping way.Third, on the basis of empirical analysis and relevant theories, analyze the source of stress from aspects of environment, unit, and individual. Then come up with countermeasures and suggestions.This research can get the following conclusions:the first, the self-rating score of Fuzhou young civil servants is 71.78 which show that the stress level is in the medium level. The second, different demographic variables get variable scores. On indicator of age, civil servants between 31 and 35 have maximum stress. Civil servants below 25 have minimum stress. On indicator of working years, the law is about an Inverted U shape. Young civil servants are in the former half interval. On indicator of education background, high educated people have higher stress than low educated people. However, stress level has no significant difference on indicators of gender, marriage, position, unit scale, salary difference, children number and mode of entrance. Third, stress management should start from the three aspects of environment, unit and individual. Environment aspect includes organization flattening development, building new occupation culture, the correct media guidance, returning to rational knowledge. Unit aspect includes making clear position responsibility, the use of training means, the humanized management interaction, improving the mechanism of assessment, moderate awards and incentives, administrative culture construction. Individual aspect includes correct self-cognition, optimization of time management, active communication, reasonable wage increase, cultivating optimistic personality, psychological counseling timely.
