As the jingling rhyme goes "Parents are far away and leave me alone here. Nobody take care of my learning and I feel sadness. T he safety is not secured and no hope in the life".It is a living impers onation of the real situation of the left-behind children in rural areas.Conc erning about the left-behind children and improving their process of socia l development will affect the prosperity and development of China’s futur e and they are also the livelihood issues the government should pay attent ion to. However, there still exist the loopholes in management and lack o f supervision. The government, as well as the schools and the families,i s faced with multiple obstacles in the maintenance of the rights and intere sts of the left-behind children.Mainly from the perspective of the public, taking the left-behind children as the research objects, this research makes an analysis of the psychology,safety consciousness, value conception, deviant behavior, by means of literature analysis method and investigation. Secondly, the research makes a thorough inquiry of the attribution of responsibility about these issues from the government, schools and families. And thirdly, the research puts forward the public governance path of the socialization of the left-behind children, that is to say, to work together to build a more humane and scientific management mechanism of the socialization of children, by strengthening the governmental public function on the left-behind Children socialization; by strengthening the cultivation of safety awareness and discipline of these children; by strengthening the cultivation of parental emotion and love to these children; by strengthening the cultivation of public social consciousness for these children from the non-profit organization.
