A Study On Development And Countermeasures Of Pension Services In City Of Ordos

Since the implementation of its open-door policy and reforms in 1978, China has experienced rapid modernization and achieved great economic development and social progress. Meanwhile, the country faces another kind of growth:its aging population. China has a population of over 1.3 billion people, of whom 160 million are aged 60 and older; the largest aging population in the world. In addition, China’s aging population is estimated to increase at a rate of 5.96 million per year from 2001 to 2020 and then 6.2 million per year from 2021 to 2050, and is expected to exceed 400 million by 2050, accounting for 30% of its total population.So far, there is a total population of 2 million in the city of Ordos, including 212,000 old people whose age are over 60, which have reach 10.57% of the total population. This indicates that there are enormous demands of aging population for pension services. The number of all kinds of endowment institutions has reached 102, in which there are 82 public institutions and 20 private institutions. The amount of endowment bed has reached 12977, which means every thousand aging people have 61 beds to use. According to the scale of existing pension services in the city of Ordos, they can only solve the problem of pension services for 12977 people, the holding proportion is only 6.12%. Although social endowment is not entirely dependent on endowment institutions, such holding level can still not meet the demand of pension services market in the city of Ordos.This paper researched the current development of pension services from domestic and foreign experience. In the first section, it summarized current laws, policies and regulations of pension services. Combining with actual situation of our country and the city of Ordos, we expound the necessity that speed up the development of pension services, and depict the future prospects of the development of pension services. In second and third section, this paper analyzes present situation and existing problems of the development of pension services in the city of Ordos. We summarize the cause of these problems in the fourth section. Then in the fifth section, according to these problems put forward a series of development countermeasures and policy suggestions. The end of this paper made a summary on the development of the city of Ordos pension services, and forecasted the future of pension services in the city of Ordos.
