A Study Of Public Service Value Evaluation From A Public Perspective

Urban public service is the result of running processes in the public sector and to achieve sustainable urban development to meet the needs of the public demand, whose content and prescriptive approach are affected by "urban public character.""Urban public character" is inherent property of the existence and development of the city, containing not only urban development objective dimension, such as urban spatial characteristics, urban elements gathered, environmental carrying capacity, but also including urban development subjective dimension, such as integration of public demand, the value of democracy, public input and feedback in public selection process. Through "urban public character" researches, we can have a more profound understanding of "what is urban public service", "how to provide urban public service" and "what affect urban public service". There is little reference on urban public service-related research,which often tend to discuss the general public goods, urban management,rather than the public service under the domain of the city. What’s more,the previous literature often confuse urban management and urban services, and confuse the difference between urban public service and general public service and public goods, making us confused on the relevant concepts, which is very difficult for us to make scientific urban public service evaluation standards.Currently, due to lack of scientific evaluation standards of urban public service provision, many cities have fallen into the development shortage bottleneck, even resulting in urban disease. Since the new century, as China significantly accelerating the pace of urbanization, labor, capital, technology, information and other elements quickly gather into cities. This tendency of the elements of change and reorganization is forming a huge demand for public services, on the other hand also presenting a huge challenge to the low-level urban public service system. At the same time, due to the long-term GDP orientation, economy efficiency-oriented supply standard is still in use in public service supply, which makes supply hardly match with demand in urban public fields, resulting in "urban diseases" such as dilapidated municipal sewer line and urban traffic congestion, etc.In this paper, we try to explore the meaning and properties of urban public services level in the perspective of public nature, focusing on exploring the elements affecting urban public services from the aspects of public service needs,the value of property and urban objective constraints.According to this research, we can build urban public services evaluation standards and get rid of relevant institutional barriers. So we can refresh urban public service evaluation standards to the from single" economic efficiency" oriented to "economic, social, efficiency" oriented, to guide and earnestly safeguard the. supply of urban public goods in fair and just approach and to meet the public’s demand for public services.This thesis is divided into six chapters:namely, "Introduction", "relevant concepts and theories", "standard design of urban public service evaluation"," the importance of public perspective for the evaluation of urban public services", "China’s urban public service deviation analysis" and "using public evaluation criteria to optimize the urban public services". The article firstly introduces the background and current development of urban public service evaluation researches and describes the theoretical and practical significance of building urban public service evaluation criteria; Secondly, by combing the public goods theory, public choice theory and urban development theory etc, we can define urban public service, urban public and other key concepts; Thirdly, by analyzing the internal relations of urban public services and urban public nature, it is clear that public service evaluation is of importance; Fourthly, comparing the public-oriented evaluation criteria that we constructed with the status quo of urban public service development, we can identify the constraints of urban public service development; Finally, based on analysis of public service deviation, optimization suggestions can be made to improve urban public service.In this paper, we use literature research as the main research method. After research, building urban public service should be based on the evaluation criteria of urban public service-oriented. Furthermore, public value remodeling, integration and optimization of display mechanism of the public demand, public interest and collective action, improvement of safeguards mechanism and implementation of strategic management should all be considered when reconstructing our urban public service system.
