The Research On Executive Capacity Of The Grass-root Administrative Organs

The executive capacity is the finishing touch of realizing blueprint of any organization. Only if the government had effective executive capacity, can ensure to realize the national consciousness. The grass-root administrative organs are the first-level governments in contact with the masses of the public widely, in the real life, it is also the primary power to solve the social problem. The understanding of public on the abstract concept of "nation" and "government" comes from the real life experience contacting with the grass-root administrative organs. So the executive capacity of the grass-root administrative organs is the key link to carry out reasonably policies to the public effectively, only do well in the executive capacity of the grass-root administrative organs, can improve the image of our government, enhance the government credibility and appeal. But in contrast, the grass-root administrative organ of our country execute improperly, insufficiently, inefficiently, and other problems causing the crisis of legitimacy of our government.This dissertation is divided into five chapters, followed by the introduction,then the related concepts and the theories of the executive capacity of the grass-root administrative organ of our country, the current situation of the grass-root administrative executive capacity of our country, the cause of the existing problems of the grass-root administrative executive capacity in our country and strategy to improve the grass-root administrative executive capacity from the perspective of organizational identification.First of all, based on the unique political position of the grass-root administrative organs-execution more than decisions, This dissertation analyze the significance of improving the grass-root administrative executive capacity from the perspective of organizational identification. Later, through the literature and descriptive analysis, the dissertation puts forward the levels of organizational identification and elements of the executive capacity of the grass-root administrative organs. Based on this, this dissertation establishes the path of organizational identification of the grass-root administrative organs by the simulation methods, from which, it puts forward the obstacle factors and causes that influence the executive capacity of the grass-root administrative organs. When analyzing the executive issues of the grass-root administrative organs, combined with the research perspective, this paper expounds the present situation of the grass-root administrative organs in our country from two angles that failure of psychological identity as well as the inconsistent of the psychological and behavior identity, pointing out executive issues of the grass-root administrative organs of our country are executing improperly, insufficiently, inefficiently. Then by the literature research, this dissertation analyses the causes of incorrectly execution,negative execution,denial execute respectively. Finally, the dissertation puts forward the corresponding measures for the causes that mentioned in the fourth chapter, including correcting the improper execution, improving insufficient execution and inefficient execution.
