In recent years, as the continuous developing of China’s construction on "responsible government" and "eco-government", as well as the introduction of the relevant regulations on Blame taking resignation, the government officials ’blame taking resignation’ practice has gradually been implemented through the whole country, which also laid the theoretical and practical basis to establish a system of Blame taking resignation. April 2014, 68 th article of China’s new "Environmental Protection Law"(hereinafter referred to as "environmental law") for the first time form the Blame taking resignation of environmental officials as legal regulation. This is currently the exclusive basis law regarding Blame taking resignation of environmental officials. This, to some extent, is not only conducive to rectify our government officials concept on increasing economic at the expense of the ecological environment, but also is compliance with the requirement of building ecological government. More importantly, it will help protect our current deteriorating ecological environment and promote ecological civilization construction of our country and the beautiful China.Viewed from Article 68 th of the new "environmental protection law", Blame Taking Resignation of environmental officials refers to the initiative way to request resignation and undertake legal liability made by main person responsible for local people’s governments at all levels, environmental protection departments in people’s governments above the county level and other environmental protection department responsible for supervision and control duties, who caused serious environmental accidents or issues with bad social impacts because of serious dereliction of duty, or misplay action.At present, Article 68 th of the new "environmental law" is the only regulation for this resignation, and which just made its principled provisions, there remains following problems: the object of environmental officials to resign is unclear; recognized standards is ambiguity; procedures are not standardized; lack of follow-up security and so on so forth. However, with the deterioration of ecological environment, it is imminently to study the Blame Taking Resignation of our environmental officials. So how to build a path for establish the system of Blame Taking Resignation of environmental officials? Firstly, clearly indicate the resignation objects and recognized standards, standardized procedures, and improve the follow-up to protect and improve the supervision mechanism by constitute the "environmental officials resign implementation details". Secondly, starting from the relevant supporting systems, standardize performance evaluation system, improve environmental protection target responsibility system, consummate government environmental information disclosure system and implement environmental emergencies reporting and handling system.These process from discovering deficiencies to propose countermeasures will prompt the Blaming Taking Resignation of environmental officials to be gradually implemented, and strengthen the control and blame cognizance on executive branch leaders through chasing responsible of environmental officials, increasing the pressure and motivation to protect the environment, so promote ecological and environmental protection in a multi-level and comprehensive way.
