| In the 21 st century, the service government has been the new normal of the governmental management in China. The construction of service government, which is the objective of deepening up administrative system reform, has a strategic significance to the economic and social development. Setting service concept, establishing and perfecting public administrative service system have been the important contents and measures to promote the construction of service government.Construction of public administrative service system is new in our country with actively exploring and accumulating valuable experience. In 2005, the four-level public administrative service system construction was brought forward by Dalian in China. Passed through more than ten years development, Dalian has preliminarily established a relatively complete public administrative service system, which has been one of the most important means of deepening up administrative system reform and realization of the government modernization governance. Because it is still at primary stage of practice and the theoretical study is still weak, the public administrative service system is faced with multiple predicament and query in practical operation.In this research background, through to the analysis and interpretation of the concept of public administrative service, public administrative service system and e-government, according to the theory of service government, TQM and government process reengineering as the theoretical basis, based on the full investigation of the four-level public administrative service system construction in Dalian, we take an overall understanding, comprehensive analysis and conclusion so that the results can be summarized and problems and reasons can be proposed. Combining with the experience of public administrative service system construction in and out of China, we study on exploratory research of the innovation construction of the four-level public administrative service system in Dalian. |
