With the development of scientific and technological progress, the whole world becomes rich in material life while it is also facing more and more serious environmental problems. Water pollution, fog, smog, the soil heavy metal pollution, the greenhouse effect and so on damage people’s health. At the same timethe problem of the pollution cross-border transmissionneeds international cooperation in environmental governance. Therefore, environmental problems become more and more important in the international relations.Through summarizing the previous environmental cooperation mechanism, the author thinks the environmental cooperation is vulnerable to political interference, and the clean development mechanism which has found a world wild market can solve this problem. Then, the author analyses how the clean development mechanism plays a role in international environmental cooperation from 3 aspects, and make a case study of China-Japan cooperation in CDM which has brought huge benefits to both countries, introduce the results of this cooperation and make reciprocity analysis. For Japan, CDM can improve its international status, promote the relationship with China and increase its environmental products’ market share; For China, CDM can help change our development model and achieve sustainable development. At the end of the paper the author gives his own suggestions of the CDM and the author thinks it is important to found our own carbon trade market especially when the government has addressed to implement carbon trading in the Third Plenary Session of the 18th CPC Central Committee.
