Research On Legislative Mechanism Of Regional Interests Coordination In The Construction Of Main Function Districts

Scientific designing and planning of the national land development dimension was not taken enough care in a period of the past. Sequentially, overrun and disorder development was identified in some of the regions where short-term or partial interests were targeting as key achievements. Furthermore, the ecological system was suffering deterioration and getting serious challenges to the sustainable social-economic development. In this regard, building the main functional districts was promoted as a national strategy. However, due to the gaps in lack of associated interest balancing mechanism, the construction progress of the main function districts is not very smooth so far.. As such, hereafter this article is aiming to analyze the regional interest coordination mechanism on which the construction of the main functional districts is relying, and as return, it benefits the construction of the main functional districts and meet the reasonable complaints that individual stakeholder is interested.This article is comprised of six sections. Key perspectives are described as:Section One---main functional district: a new national district development strategy. In this section, the history of the district development and the background of raising main functional district conception are reviewed. Then, it analyzes the key contents of main district development and conducted comparison and definition in the four key functions, on this basis, the purpose to build main functional district is summarized.Section Two---basic theory of the regional interests. This section goes inside to some related sciences so that the theory of main functional district and its construction could be summarized. The related sciences includes sustainable development theory, district development theory, public selection theory, governors development theory and district administration theory.Section Three---Construction of main functional districts and evolution of district interest dimensions. Through researching the development status on sciences of different fields, the common sense between regional interests were summarized; andbys comparing the related definitions of the regional intereststhe essential conception of regional interests is frame worked. Providing the broad concept of regional interests, the definition of regional interests in this section is only referred as regional economic interests. On this basis, through researching construction of Chongqing main functional district, it is identified that construction of main functional district is a period of adjustment and evolution of interest dimensions. Meanwhile, key challenges coming up during the balancing of different interests between regional districts are assessed. These challenges are not only reflecting the high difficulties in building the legislative framework for measuring districts’ interests during constructing the main functional districts, but also figuring out where the direction should be.Section Four---demand and status of legislative mechanism arising from the construction period of main functional district. This section is focusing on assessment of the necessity of legislative mechanism during the construction of the main functional districts. In order to get more straight forward illustration, herein demand and status of legislative mechanism supplying during the construction of main functional districts are assessed.Section Five---Conception of the legislative mechanism in regional interests coordination during construction of the main functional districts. Correct conception is the pre-condition of establishing the legislative mechanism in regional interests. Based on my oriented value, this section tries to analyze that the mandatory factors to build the legislative mechanism of regional interest coordination is lying on overall interest orientation of the society, appropriate government intervention, efficiency and justice balancing and life priority. In some extend saying, the above four factors comprise of the baseline in building the legislative mechanism of regional interest coordination.Section Six---Framework of the legislative mechanism of regional interest coordination during construction of the main functional districts. Considering the broad boundary of the conception, it will be a complicated program in order to build the legislative mechanism of regional interest coordination during construction of the main functional districts.
