Foreign assistance has an important position in the field of theoretical research and it’s also very useful for the practical operation of international relations. It is one of the important means of economic diplomacy for a country. Although foreign assistance is a kind of economic behavior on the surface, but it is often influenced from politics, diplomacy, ideology and religious belief, so that it will beyond the original economy, become a means for the country or international organization to carry out their strategic intent. Even in some extent can be affected by the external cause of decisive.Japan began to provide ODA for China in 1979. In the normalization of China-Japan diplomatic relations and promote the friendly relations between the two countries have played an important role. While separating assistance concept in the eighths, the government development assistance on economic and trade exchanges between China and Japan was a good point. After the cold war, Japan’s official development assistance to China make a big change, the most fundamental embodiment of assistance from economic assistance to strategic assistance, it was joined the non-economic factors.This article expounds from the following several aspects. The first is what Japan’s official development assistance policy is. Including its definition, objective decision-making process and characteristics, etc; the following is introduction of Japan’s ODA policy towards China after the cold war. Including shift policy documents "outline of official development assistance and the embodiment of change; the next is introduce the reason of ODA policy shift for China, including domestic factors analysis. The influence of the international factors and its impact on the ODA policy; The last is the transformation of Japan’s ODA policy towards China’s influence on the relations between the two countries, including the bilateral political relations, economic relations and non-governmental exchanges, the influence of science and technology cooperation, and other relations. Now the relationship between China and Japan are strained, through the rational analysis of official development assistance policy and historical inspection; so that we can be able to understand the relations between China and Japan, and provide a new perspective for us.
