Research Of Urban-Rural Integration Promoted By Government And Market In Coordination

With30years of reform and opening up, China’s economic strength increased substantially, people’s material and cultural life improved significantly. But relative to the cities, rural development is still quite slow, urban-rural gap is still very large, which lead to the "Rural issues" becoming increasingly serious in our country. It not only directly related to the living standard of millions of peasants, but also related to the development of our national economy, whether can be sustained, or healthy, related to the society, whether can be harmony and stability. Therefore, reduce or even eliminate the urban-rural gap in our country’s economic and social development, it is the most important job in our country, but also the only way to build a moderately prosperous society and achieve common prosperity.Firstly, this article defined two key concepts in detail, urbanization and urban-rural integration, from a theoretical point of view, and through elaborate theory of urban-rural integration currently at home and abroad, to lay a theoretical foundation for the research of this article. Then, analyzed the status of urban-rural integration promoted by government and market, and pointed out the problems respectively, which were being among. Finally, based on the experience from home and abroad, proposed effective suggestion.In the theoretical analysis of urban-rural integration promoted by government and market in coordination, dual economic structure theory reveals China’s current urban and rural development is not balanced; polarization development theory has some practical significance for our country, foster economic growth pole (town), to accelerate the development of urbanization, promote urban-rural integration; balanced development theory provides an important basis to achieve common development of urban and rural, it advocates to optimize the allocation of resources to achieve the coordinated development of urban and rural areas.By analyzing the status of urban-rural integration promoted by government and market in our country, we found that the current parts of the country under the guidance of the government to promote urban-rural integration, such as Shanghai, Beijing; some areas to promote urban-rural integration in the market-led, for example the southern region; and there is a place in the joint action of the government and market to promote urban-rural integration, such as Chengdu. But whether government-led or market-driven, even government and market jointly promote urban-rural integration, there are still some issues that affect the urban-rural integration forward. Which, urban-rural integration under government-led, issues presented are:a shortage of funds, new imbalances between urban and rural areas, and low level of participation of market players; under market-driven, problems are:urban-rural planning is not in place, institutional arrangements are not suitable for the integration of urban and rural development, environmental degradation; under the joint action of the government and market issue presented is that the role of government and market boundaries are not clear. In fact, these problems can be boiled down to one issue: government and market is inconsistent in the urban-rural integration.In the urban-rural integration, the role of government and market is essential. Even can be said that the key to the realization of the coordinated development between urban and rural areas is to grasp, handle the relationship between government and market. Meanwhile, the urban-rural integration is a long process of development, clear focus of the work on the different stages of the integration of urban and rural development and the realization of the main body, it is very important for the coordinated development of urban and rural areas. Therefore, in order to achieve the urban-rural integration promoted by government and market in coordination, we believe that the boundaries and the role of government and market in the process of integration of urban and rural development should conform to the different stages of the integration of urban and rural development, continue to make change and conversion.Changes between urban-rural relations abroad, gave us a good reference:whether capital investment, or policy support, gave great support to the farmers and agriculture. Therefore, integrated foreign experience and relevant theory of urban and rural integration, we propose the strategies to achieve the urban-rural integration promoted by government and market in coordination, that is, in the initial phase of the urban-rural integration, market mechanism is not perfect, the rural market need to be further nurtured, we should highlight the strength and the role of the government, strengthen the role of the government in terms of urban and rural development planning and institutional arrangements of urban-rural development and so on,to lay the foundation for the development of rural areas; in the mid-stage of the urban-rural integration, we should focus on expanding the power of the rural market, use of social capital to support the rural market, and promote common development of urban and rural areas; in the long-term phase of the urban-rural integration, then market forces gradually stronger, we should timely weaken the role of government, and ultimately establish a mechanism under market-driven and combined with government support, in order to achieve urban-rural integration promoted by government and market in coordination.
