Research On Government Risk Management In Land Expropriation

Land expropriation is the most important problem in the transition period of China, overthe past few decades, the different interest’s disputes for land expropriation.The governmentas the protagonist in the land expropriation process. Recently, one outstanding problemexisting in society is the government anomie, which caused a large number of Group eventsand petitions; malignant event in the struggle, the blood resistance has not been stopped. Andcaused the crisis of confidence in the government.Due to the different situation of each citydevelopment, they encountered different problems of land expropriation. If the governmentare not able to plan scientific and reasonable of land expropriation, is likely to evolving into acrisis unless the risk is to be effectively pre—control. So strengthening risk management isparticularly important, and there is its realistic significance to construct the governmentmanagement of risk prevention mechanism. The topic of this study depends on combined theRisk management theory with Land expropriation. Using the risk management theory, methodand risk management mechanism to prevent and avoid the crisis events from the source, topromote the harmonious and orderly development of the government in the process of landexpropriation.This paper is divided into five chapters.The first chapter is introductory. This chapter mainly discusses the social backgroundand the research purpose. A comprehensive set of risk problems encountered in landexpropriation, and through the perspective of risk management as a starting point.The second section describes the government risks in the process of land expropriation,namely the risk categories and risk of these categories of reasons.The third section of land expropriation defines the meaning of risk management. Thischapter will introduce the social risk management of the latest theory, combining the issue ofland expropriation With Chinese features，Outline the risk management concept for ourgovernment，Finally, analyzing necessity of risk management applied to the process of landexpropriation.The fourth section is analysis of the plight of risk management in the land expropriation.The lack of risk management awareness, Government "role" mistaken of risk management， the loss of risk management system and the hysteresis of risk management mechanism are themost major problems.The fifth section presents the proposition, on the basic idea of constructing a riskprevention mechanism from a macroscopic angle. Establish the system of hearing; strengthenthe legal risk management measures, the introduction of risk management reporting systemare all the focus of discussion.
